Report: Measure 98′s targeted spending has helped Oregon high schools, despite lagging graduation rates

A new analysis from Stand for Children found Oregon’s High School Success Fund is having a positive impact on student achievement.
Since Measure 98 was passed by Oregon voters in 2016, the High School Success Fund has poured millions of dollars into schools throughout the state.
The initiative uses a targeted funding model. The state sets aside roughly $150 million per year, giving districts about $800 per high school student. The districts have to use the money for college prep, dropout prevention, or career and technical education.
The idea is to improve Oregon’s lagging graduation rate and ensure all students are ready for what comes after high school. And since its passing, advocates have said the way Measure 98 directs funding to specific education priorities is a model worth following to get resources into schools, while measuring results and holding schools accountable for the outcomes.
But does Measure 98 deserve the strong reputation it has among lawmakers and education experts in Oregon? Is it actually helping students?
A new report suggests the answer is yes.
Portland Metro Stem Partnership Lending Library

The PMSP Lending Library is a hit with teachers and students! Over the last several months, our small—but mighty—inventory of STEAM tools and toys has made its way across seven schools in PPS, BSD, and HSD. Our Lending Library has toys like BeeBots, Sphero Indi’s, and Make -a -Forts; tools like digital microscopes, wind turbine kits, and proscopes.
Tools and toys range from Pre-K all the way up to High School. Each item lets students explore concepts of many STEAM areas like coding, engineering, physics, biology, environmental studies, and chemistry! To name a few.
Free to rent within PMSP partner district public schools and educational community-based organizations, our library aims to expose underrepresented kids to the possibilities of STEAM in their learning journey. Recently, we had the opportunity to share some items with our Collaboratory group where our community-based partners learned about the library, interacted with different items, and rented some out!
We are thrilled to have served so many schools in a short time! Looking ahead our goals are to refine the Library’s system and offer more items to rent thereby supporting more educators in our region.

Take a seven-week training on the latest information on repair, reuse, compost, toxics, equity, Climate- and of course recycling. Then, volunteer 30 hours to inspire action in your community.

- **Make up lessons will be provided for other religious absences. Otherwise, attendance is required for all dates.

APPLICATION DEADLINE: Deadline for applications is August 14th at 12:00 pm. This is a popular course. To ensure a positive learning experience and adequate support for volunteers, class size is limited to 30 people. Applications will all be received up to the deadline and then 30 people will be select on a weighted lottery. All applicants will receive notification of their status in the class and next steps.

 Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
