SB 1596 Signed by the Governor
Right to Repair has been signed into law! Thank you to Governor Tina Kotek for signing SB 1596. This was the result of a fabulous team effort and Oregonians are the true winners here. SB 1596 goes into effect January 1, 2025.

Governor Kotek’s Signature Makes Oregon a Leader in Right to Repair Movement
Senate Bill 1596 gives consumers more choices when repairing their own electronic devices
SALEM, OR – Today, Governor Tina Kotek signed Senate Bill 1596, Oregon’s Right to Repair reforms, into law.
“This is a huge win for Oregon consumers and the Right to Repair movement, as a whole,” said Senator Janeen Sollman (D - Hillsboro), who has championed Right to Repair legislation for years in the State Capitol. “With Governor Kotek’s signature, our new Right to Repair law is a reasonable, common sense step to lower costs and put more power back in the hands of consumers.”
“The Right to Repair is now the law in Oregon,” Governor Tina Kotek said. “This is a win for consumers and will help bridge our digital divide and support small businesses across our state.”
SB 1596 makes repairing electronic devices more fair and affordable in Oregon. It requires original equipment manufacturers to provide repair tools and information to owners and independent repair providers so consumers have more choices when it comes to fixing their electronic devices. By making it easier for Oregonians to repair their devices instead of buying new ones, SB 1596 also strives to reduce waste.
SB 1596 passed the legislature with bipartisan support.
Historic Campaign Finance Reform Will Protect Elections, Get Big Money Out of Politics
Oregonians deserve a campaign finance system that is transparent and accountable – and that means creating campaign contribution limits that level the playing field and ensure that individuals or organizations with deep, well-lined pockets do not have outsized influence in Oregon’s elections.
House Bill 4024 does exactly that by limiting the amount of contributions someone can receive from one source, with higher limits for Small Donor Committees which enable everyday donors to participate meaningfully by grouping of contributions less than $250.
The measure works to stop sham organizations to avoid campaign finance limits or skirt the transparency and disclosure requirements of the bill. And, even though we cannot limit contributions to independent expenditures, HB 4024 enacts greater disclosure requirements so that voters know who is paying for those campaign communications.
It also creates a new campaign finance dashboard within the Oregon Secretary of State’s Office and strengthens investigation and enforcement of campaign finance violations.
These bipartisan reforms will improve how campaigns work in Oregon and create a more accountable and transparent system for campaign funding in our state.

Tualatin Valley Fire and Rescue Ride Along
Last Saturday, during our sunny weather stretch, it was a beautiful day to ride-along with Tualatin Valley Fire and Rescue Engine 64 firefighters in SD15. My appreciation goes out to Lt. Zach Goodman (Paramedic), Jake Veenker (Paramedic), Josh Andrade (EMT/BMS) and Michael Vanzanten (Driver). I loved learning about their career paths, challenges and passion for service. A special bonus, I was also able to join them for a lovely lunch! I am in awe of all that they endure. E64 is one of the busiest TVF&R stations.

Oregon Department of Corrections Prison Visits
Last month, as part of my continued learning as a legislator, I toured Santiam Correctional Institution (Minimum Security) and Oregon State Penitentiary (Maximum Security) with the Oregon Department of Corrections and State Rep Charlie Conrad. As the Co-Chair of Public Safety Ways & Means Subcommittee, these visits give me a critical perspective on needs, programs and people. I appreciate the time and efforts of staff for these tours.

It was a magical way to start the day this past Wednesday at Eastwood Elementary School. When kids (and staff) start their day with a smile, all the rest can fall into place a little easier. Thank you Just Create Community and Jaci Beach Spross for spreading joy with me!

Citizenship Ceremony
Last week I was so inspired to attend a Citizenship Ceremony in Hillsboro. 38 new U.S. Citizens from 23 countries were taking their oath. I loved watching all of the families celebrate with pride. The citizenship candidates originated from Canada, China, Egypt, Ethiopia, France, Guatemala, India, Iran, Ireland, Italy, Malaysia, Mexico, Nepal, Netherlands, Nigeria, Pakistan, South Africa, Sri Lanka, Taiwan, Trinidad and Tobago, United Kingdom, Vietnam and Zimbabwe.
Forest Grove/Cornelius Chamber of Commerce Gala
The Forest Grove/Cornelius Chamber of Commerce held their annual Gala in March and what a fun night it was to celebrate local businesses. Congratulations to all the nominees and finalists of the night.
Women's History Month Celebration at the Portland Trailblazers
Earlier in March, I enjoyed a great evening with Governor Kotek, colleagues and fellow electeds and women leaders at the Portland Trailblazers "Women's History Celebration." Ivette ( an amazing student leader and one of my high school interns) also joined us for the fun. It was a true honor to be recognized alongside so many inspiring women.
City View Charter School Career Day
Last week I had the delightful opportunity to talk with students at City View Charter School during their Career Day. We had great conversations and they were full of questions. I always enjoy visiting with youth to hear their thoughts and perspectives.

Oregon Department of Energy - State Energy Strategy Development: We Want to Hear From You!

As we’ve shared in past newsletters, ODOE is leading development of a State Energy Strategy that will identify potential pathways to achieving Oregon’s energy and climate policy objectives. It’s vital that we hear diverse perspectives as we develop a strategy that reflects the needs of the state it will serve. We want to hear from you about how you’d like to be involved and what’s important to you.
Please take this short survey by April 21, 2024 to share your thoughts.
ODOE held a kick-off meeting on the Energy Strategy in November and got some initial feedback about priorities and preferences from attendees. We have a few follow-up questions to gather more input and to help us design a process – including public engagement – for developing the strategy. If you haven’t yet provided us with feedback, now is a great opportunity! (If you didn’t make it to our kick-off webinar last fall, you can watch a recording here for more background.)
ODOE’s energy strategy team is bringing on technical and facilitation support contractors for the project, and we’re pleased to report that the state has issued a Notice of Intent to Award for RFP S-DASOBO-00008987 for Technical Assistance & Modeling for the energy strategy to the Clean Energy Transitions Institute (CETI). As our contractors come on board, we’ll soon kick off development of an outreach plan. Your answers to the survey will help us understand what topics you’re interested in, and what background materials may be needed as we form a communications and engagement plan. Volunteer on a City Board or Commission! We're accepting applications to fill vacancies on our advisory boards and commissions. Better your community by advising the City Council on policy issues. Applications must be submitted by April 30 at 5:00 PM. Applicants are required to attend the June 10 Council meeting for interviews. Applicants who fail to attend a scheduled interview may forfeit the opportunity for appointment. A full list of vacancies and applications can be found on our website here.

 Senate District 15 lies on Kalapuya land. The Atfalati were the northernmost band of the Kalapuya that lived along the Tualatin River in present day Washington County. Many of the Atfalati descendants are members of the Confederated Tribes of the Grand Ronde Community of Oregon today. The Indigenous Peoples of this land experienced a painful history of colonial violence, sickness and removal from their land. The Atfalati are the foundation of Oregon's past and we must honor them well into our future.
