One Week Left To Go
Hello Friends,
We are now in the final days of the 2024 Legislative Session with only one week to go. Below is a brief update on the status of pending legislation in the building.
Measure 110 Update
House Bill 4002 A Passes Out of Committee
Last week was a major week in the Capitol for House Bill 4002 A, the majority's legislation to address Measure 110. On Monday, ahead of the public hearing in the Joint Committee on Addiction and Community Safety that I serve on, I introduced nine amendments (which I wrote at length on in the last newsletter) that would have strengthened the bill. Unfortunately, these amendments were never considered in committee.
After four and a half hours of public testimony last Monday evening, and a work session for the committee on Tuesday, House Bill 4002 with the -33 amendment finally passed out of the committee. The -33 amendment package moves this concept forward to reestablish criminal penalties for the possession of dangerous drugs, but also emphasizes the importance of rehabilitation services.
I voted for the bill out of committee because it moves us a step in the right direction. However, there is still much more to be done on this issue as the bill does not address civil commitment procedures for people who are dependent on hard drugs and many other things.

House Bill 4002 A Passes Oregon House
Last Thursday, after nearly three hours of vigorous debate, House Bill 4002 A passed the Oregon House of Representatives with a vote of 51-7. I voted in support of the bill.

House Bill 4002 A Passes Oregon Senate
And then, last Friday, House Bill 4002 A passed in the Oregon Senate with a final vote of 21-8. Next stop? The Governor's desk to be signed into law.
Update on My Priority Legislation
Oregon's Student Protection Law
Good news! House Bill 4160, Oregon's Student Protection Law, passed in the Senate Committee on Education.
It is now headed to the Senate for a vote, the final step before going to the Governor's desk to be signed into law.
We expect to see this legislation up for a vote on the Senate Floor TOMORROW, March 5th starting at 10:00am. You can watch this here.
Modernizing Oregon's Anti-Stalking Law
House Bill 4156, Modernizing Oregon's Anti-Stalking Law, has been assigned to the Joint Ways and Means Subcommittee on Capitol Construction. I am hopeful that the subcommittee will hold a work session on the bill this Wednesday, allowing the House and Senate to vote on the bill at the end of the week before Sine Die.
