Summary of the 2023 Legislative Session

Friends,

It has now been a few days since the 2023 Legislative Session came to a close.

As many of you know, it was quite contentious. Hyperpartisan bills, the longest walkout in Oregon history, and questions about funding created several challenges. However, the session pressed on and we were able to get a lot done.

Progress Was Made

The session was not all contention, though. We were able to make some real progress on issues that Oregonians care about. We protected the kicker rebate, ensuring Oregonians have a right to their own money alongside creating tax credits to provide families with much needed relief.

We addressed public safety by imposing harsher penalties for deadly street races, retail theft, and targeted attacks on critical infrastructure.

Recognizing the gap in broadband infrastructure, we took a proactive approach to prepare for the large sum of federal dollars coming in. And with the recent announcement of Oregon receiving $688 million in funding for broadband infrastructure, we will be able to properly provide for unserved and underserved communities such as much of rural Oregon.

Local Victory

My top priority legislation, HB 3148 A passed both the House and Senate and is headed to the Governor to be singed into law. HB 3148 A is a search and rescue law, empowering law enforcement to rightfully obtain information and ensure victims receive justice.

I have been on countless search and rescue operations over the course of 20 years with the Douglas County Search and Rescue Team. I know how important it is for us and law enforcement to have as much information as possible. Everything detail, whether it seems relevant or not, is critical to a search.

Connecting with Constituents

Now that I am back in district, I want to connect with you on how the session went and answer any questions you all may have. Please be sure to follow my Facebook (here) and watch out for future newsletters on when I will be holding constituent meetings. This will occur over the next few months throughout the district.

Final Thoughts

This was my first legislative session as State Representative and I have learned a lot. Not only how our state works, but the intricacies of agencies and their role in the betterment of our state.

I believe this is truly a forever learning process, and I intend on learning as much as possible to make our communities better.

Look forward to connecting soon.

Sincerely,

Representative Virgle Osborne
