 Rep Wright was excited to join the Ways and Means Road show that happened on April 21, 2023. It was a wonderful evening getting to hear from constituents and the needs of our local communities.

House Republicans Vote to Lower Taxes for Oregonians House Democrats Vote Motions Down, Despite Bipartisan Support By Oregon House Republican Office,

SALEM, OR  In recognition of 2023 Tax Day, House Republicans attempted to withdraw five pieces of legislation that would have lowered taxes for Oregonians. Despite the grim reality that Oregon (and Massachusetts) residents will pay the largest share of their income in taxes, the House Democrat majority voted these motions down.

While none of the motions received the required 31 votes to withdraw the legislation, four of the five motions received bipartisan support, with two votes tying 29-29.

  • House Bill 2119 – Repeals corporate sales tax on all goods and services. Motion to refer to Revenue failed – Ayes, 23; Nays, 35.
  • House Bill 2724 – Repeals Oregon Death TaxMotion to refer to Revenue failed – Ayes, 25; Nays, 33
  • House Bill 2433 – Protects Oregon’s small businesses by raising the threshold on the Corporate Activity Tax from $1 million to $5 million. Motion to refer to Revenue failed – Ayes, 29; Nays, 29.
  • House Bill 2259 – Increases Oregon Death Tax exemption from $1 million to $5 million. Motion to refer to Revenue failed – Ayes, 29; Nays, 29.
  • House Bill 2566 – Reduces personal tax rates for all Oregonians, especially lower income households. Motion to refer to Revenue failed – Ayes, 28; Nays, 30.

Recently, Oregon Business and Industry and the Oregon State Chamber of Commerce asked hundreds of small employers to share their thoughts on Oregon’s business climate. 41% of respondents say they’re considering closing, selling, or moving their businesses because of taxes, Oregon’s regulatory environment, or a combination of the two.

“As lawmakers, these results should be upsetting to us. They should serve as a call to action,” said House Republican Leader Breese-Iverson on the House floor. “If these statistics and the Oregonian’s Editorial Team telling us that Oregon is going in the wrong direction don’t highlight a need for change – I don’t know what will.”

HB 2005 ...Why Oppose HB 2005: Gun free zones embolden criminals and invites crime, it discriminates against young "people" and violates their rights and Oregon law, and it overregulates the longstanding tradition of home-built firearms without addressing crime.

Dear Representatives,

As a lifelong Oregon resident avid hunter, outdoorsman, and firearms owner I am contacting you to urge you to not show up for the vote on HB 2005. Simply doing so will allow a majority vote to be passed and allow this terrible piece of legislation which is blatantly unconstitutional according to Oregon Constitution and the United States Constitution to be passed. 

This bill will make law-abiding gun owners instant criminals and serve no purpose whatsoever other than to disarm my fellow Oregonians and criminalize possession of parts clearly allowed by federal law.

I write this note to you all, as you are in the safety of the capitol with state troopers guarding the door, and metal detectors in operation, and to remind you that you all took an oath to abide by the constitution.

By passing this bill and the others that will come before you, you are disarming the very people who have the capability to protect you, the law-abiding citizens.

The laws you have in place currently are not being enforced adequately; the social programs you have enacted are not working, what makes you think making more laws will stop the mentally ill, the criminals, and drug dealers from harming the people?

Requesting you really think about what you are about to do, and hope you sleep well.

Dear Representative Boomer Wright,

As a constituent, I ask you to please oppose House Bill 2005 A.

This bill seeks only to disarm us law-abiding citizens and continue eroding our Second Amendment rights without improving public safety. Criminals, by definition, do not obey the law. Criminals already violate existing laws to obtain firearms and cause carnage. They will just ignore any new decrees from the Legislature as well. Please, instead, enforce existing laws on violent criminals, hold them responsible for their actions, get them off the streets, and keep them off the streets.

HB 2005 A goes beyond existing federal laws and regulations in restricting hobbyists from making their own firearms for personal use. It is already illegal for prohibited persons, such as felons, to possess any firearms, whether home-built or factory mass produced. It conflates lawfully home-built firearms with guns from which criminals have intentionally removed serial numbers with criminal intent.

Adults aged 18-20 are old enough to vote, enter into contracts, join the military without parent permission, and get married. It is unreasonable for something to deny them Second Amendment rights. There is no indication that this group of adults contributes to crime: this bill just strips them of their rights.

Weakening preemption will only cause Oregon to have a more confusing patchwork of gun laws and their citizens across the state to not have the same rights. Allowing localities to restrict carry will also create more arbitrary zones where law-abiding citizens are left defenseless against criminals who ignore such boundaries. Concealed carry permit holders are among Oregon’s most law-abiding citizens. They don't commit crimes. If they did commit a crime, they wouldn't be eligible for the permit. They are not the problem.


Senate Bill 283: Conduct study to determine how to address workforce shortage in education

SB 283 Directs Department of Education to establish and maintain statewide data system on education workforce in state. Prescribes requirements and uses of system. Requires department to convene steering committee related to data collection requirements. 


Protecting Oregon from Environmental Hazards

SALEM, OR – Today, in recognition of Earth Day, House Republicans attempted to withdraw five pieces of legislation that would have protected Oregon from future environmental hazards. Experts expect that more than 720,000 tons worth of wind turbine blades will end up in U.S. landfills over the next 20 years, and that 78 million tons of solar waste will end up in U.S. landfills over the next 25 years.
While none of the motions received the required 31 votes to withdraw the legislation, three of the five votes received bipartisan support.
House Bill 2215 – Removes barriers to the production of nuclear energy in Oregon. Motion to withdraw from Climate, Energy, and Environment failed - Ayes, 23; Nays, 33.
House Bill 2198 – Creates accountability for renewable energy project failures. Motion to withdraw from Climate, Energy, and Environment failed - Ayes, 30; Nays, 26.
House Bill 2702 – Requires renewable energy facilities that receive state assistance to provide maximum output for customers. Motion to withdraw from Climate, Energy, and Environment failed - Ayes, 23; Nays, 33.
House Bill 2769 – Requires the Department of Environmental Quality to study the impact of electric vehicle battery disposal. Motion to withdraw from Climate, Energy, and Environment failed - Ayes, 27; Nays, 29.
House Bill 2770 – Requires the Department of Environmental Quality to study the impact of waste from solar or wind renewable energy facilities. Motion to withdraw from Climate, Energy, and Environment failed - Ayes, 26; Nays, 30.
“We cannot simultaneously claim to be moving towards a renewable energy future while having no plan to mitigate the potentially hazardous waste caused by these energy sources. We should be doing the responsible thing and understanding the ramifications of the policy we set,” said Co-Vice Chair of the Climate, Energy, and Environment Committee, Representative Bobby Levy (R-Echo) on the House floor. “I am disappointed that we had the option before us today to study the impacts of this growing energy sector and chose to disregard it.”
