SB 603 - Establishes People's Housing Assistance Fund Demonstration Program, administered by Department of Human Services, to provide 12 monthly payments of $1,000 to individuals who are experiencing homelessness, are at risk of homelessness, are severely rent burdened or earn at or below 60 percent of area median income. Sunsets January 2, 2026. Requires Portland State University Homelessness Research and Action Collaborative to study long-term cash assistance programs and to report findings to interim committee of Legislative Assembly no later than September 15, 2024. Requires department to submit legislative concept for long-term cash assistance program to interim committees of Legislative Assembly no later than December 1, 2024, for introduction in 2025 regular session of Legislative Assembly. Declares emergency, effective on passage.

HB 3229 – Modifies federal operating permit program fees. Removes certain elements of federal operating permit program fee schedule. Becomes operative January 1, 2025. Authorizes Environmental Quality Commission to annually adjust federal operating permit program fees, air contaminant reporting fees and asbestos abatement program fees by no more than three percent. Declares emergency, effective on passage.

SB 610 - Establishes Food for All Oregonians Program within Supplemental Nutrition Assistance Program to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.

Requires Oregon Criminal Justice Commission to submit findings to interim committees of Legislative Assembly related to education and judiciary not later than September 15, 2024. Declares emergency, effective on passage.

SB 421 – Establishes youth advisory council. Prescribes membership and duties of youth advisory council. Directs Department of Education to establish work group to establish standards for selection process of members of youth advisory council. Sunsets work group on August 30, 2024. Declares emergency, effective July 1, 2023. “(4) The youth advisory council, with support from the Department of Education, shall take into consideration racial equity and justice and align with other statewide efforts for racial equity and justice when performing the following duties:”

HB 2697 - Requires hospitals to establish technical staff and service staff staffing committees to develop staffing plans, in addition to nurse staffing committee. Establishes minimum standards for staffing plans for direct care registered nurses. Imposes penalties for failure to adopt hospital staffing plans or to comply with staffing plans. Requires Oregon Health Authority to post staffing plans to authority's website and to establish online portal for filing complaints regarding hospital's failure to adopt or to comply with staffing plans. Adds enforcement tools for authority to enforce nurse staffing requirements. Creates private cause of action for hospital failure to adopt or to comply with staffing plans. Requires home health agencies to establish home health nurse staffing committees. Specifies membership and duties of committees. Creates new requirements to enforce home health nurse staffing provisions.

HB 3152 – Permits Public Utility Commission to institute one or more proceedings to ensure commission's regulations, rules and orders, and programs overseen by commission, align with greenhouse gas emissions reduction requirements and targets established by statute or executive order, do not impede or delay timely and equitable implementation of greenhouse gas emissions reduction requirements and targets, and mitigate energy burden and risks of stranded assets for residential utility customers. Declares that policy of state is to protect residential utility customers from risks of stranded fossil fuel assets and potential increases in energy burden while achieving state's greenhouse gas emissions reduction goals. Prohibits, on or after January 1, 2026, use of funding from ratepayers to provide incentives or subsidies for the purchase or installation of gas appliances or devices for use by residential utility customers or line extension allowances for new gas line extensions that support use of gas in residential buildings.

SB 697 - Modifies process for setting aside convictions and guilty except for insanity judgments. Eliminates requirement that person submit fingerprint card with application. Eliminates ability of district attorney to object to motion. Provides that time period prior to motion that person is required to have no convictions applies to motions to set aside convictions only. Provides that dismissal of traffic violation citation may not be set aside. Authorizes court to waive remaining fines and fees upon entry of order. Takes effect on 91st day following adjournment sine die.

SB 698 - Directs Judicial Department to develop and implement automated system that identifies convictions, arrests, citations, charges and judgments of guilty except for insanity that are eligible to be automatically sealed. Directs department to identify eligible records created prior to February 1, 2025, and send list to presiding judge of judicial district where record was created no later than February 15, 2025. Directs department to, beginning March 1, 2025, and every month thereafter, identify eligible records from previous month and send list to presiding judge of judicial district. Directs presiding judge to enter order sealing records within 30 days of receipt of list. Directs Oregon Criminal Justice Commission to, beginning no later than February 1, 2026, and each year thereafter, provide report to interim legislative committees related to judiciary concerning convictions that have been automatically sealed during previous year. Directs court to grant motion to set aside judgment of guilty except for insanity if no objection is received. Requires criminal history data providers to ensure criminal history reports reflect all material changes from previous 30 days. Takes effect on 91st day following adjournment sine die.

SB 518 - Specifies contract price at which apprentice utilization requirements apply to qualified contracts with institutions of higher education and school districts. Requires contractors and subcontractors on qualified contracts to employ apprentices for 15 percent of work hours that workers in apprenticeable occupations perform under qualified contracts, to provide workers with health insurance and retirement benefits and to make good-faith efforts to encourage minority individuals, women, economically disadvantaged individuals, socially disadvantaged individuals and service-disabled veterans to become apprentices with contractor or subcontractor with aspirational goal of employing minority individuals, women, economically disadvantaged individuals, socially disadvantaged individuals and service-disabled veterans to perform 15 percent of work hours performed by apprentices in apprenticeable occupations under qualified contracts. Specifies actions that constitute good-faith efforts. Takes effect on 91st day following adjournment sine die.
