HJR 20 - Proposes amendment to Oregon Constitution lowering voting age from 18 years of age to 16 years of age. Refers proposed amendment to people for their approval or rejection at next regular general election.

House Committee on Climate, Energy and Environment 3:00 pm

HB 2816 - Requires person who owns, operates or controls high energy use facility to ensure that greenhouse gas emissions associated with electricity used by high energy use facility are reduced to 60 percent below baseline emissions levels by 2027, 80 percent below baseline emissions levels by 2030, 90 percent below baseline emissions levels by 2035 and 100 percent below baseline emissions levels by 2040. Requires person to provide annual report to Department of Environmental Quality to demonstrate compliance. Imposes civil penalty of $12,000 per megawatt-hour in violation for each day of violation. Excludes property that is or is part of high energy use facility from enterprise zone tax benefits unless amount of greenhouse gas emissions associated with electricity that high energy use facility uses complies with amount of greenhouse gas emissions associated with electricity permitted for high energy use facilities.

Senate Committee on Business and Labor 8:00 am

SB 850 - Requires public body that procures construction services for certain qualified projects that use $750,000 or more in funds of public agency or moneys made available to state under federal American Rescue Plan Act of 2021 to enter into project labor agreement that, at minimum, provides for payment of wages at or above prevailing rate of wage, to use apprentices to perform at least 15 percent of work hours that workers in apprenticeable occupations perform on project and to establish and execute plan for outreach, recruitment and retention of women, minority individuals and veterans to perform work on project.

Bills of Concern to watch

SB 530 - Establishes state policy regarding natural climate solutions. Establishes Natural and Working Lands Fund and provides for transfer of moneys from fund to certain state agencies. Prescribes uses of moneys from fund and requires Oregon Global Warming Commission to report to legislature on uses of moneys from fund. Directs State Department of Energy and commission to prepare baseline, activity-based metrics and community impact metrics for net carbon sequestration and storage in natural and working lands and establish carbon sequestration and storage goals. Directs State Department of Energy, in coordination with commission, to study workforce training programs needed to support adoption of natural climate solutions and provide results to committees of Legislative Assembly related to environment no later than September 15, 2024. Authorizes commission to appoint natural and working lands advisory committee. Takes effect on 91st day following adjournment sine die.

SB 586 - Makes restorative justice communications confidential. Provides exceptions to confidentiality. Declares emergency, effective on passage.

SB 704 - Establishes Universal Health Plan Governance Board and directs board to create comprehensive plan for implementing Universal Health Plan beginning in 2027.

SB 767 - Limits scope by which public charter schools may conduct operations in school district that is not sponsor of public charter school.
