Rep. Mark Owens

Yesterday, we shared with you some of the exceptional students in House District 60 and today, we're spotlighting more young leaders from around the district. I am inspired by the leadership, determination, diversity of interests and big successes these students display in their commitment to their futures.

Enjoy reading about these outstanding students and share with others in your communities.

We know there are MANY amazing students and youth in our district. Do you have a student or students you want to nominate? Send my Chief of Staff Stacy an email at and we will add you to our Summer Series.

To our students, we all wish you the very best and cannot wait to see what is ahead for each of you.

Thank you,

Mark Owens

Emrie Osborn, Senior
Baker High School, Baker County

Emrie participates in Baker’s High School Child Development Associate Credential Program. The Child Development Associate Credential  is the most widely recognized credential in early childhood education. Earning a CDA credential in high school jump starts a successful career in early childhood education.

Through the program, Emrie is able to earn college credit while still in high school and leave high school job-ready with a nationally-recognized credential. Part of earning the credential is spending 480 practicum hours in the correct setting, so Emrie works on her credential in a Head Start classroom at the Baker Early Learning Center.

She is the first student in Baker’s High School CDA Program locally, paving the way for other Baker students to take part in this opportunity.

Zachary Ferguison, Senior
Dayville High School
Grant County

Zachary is an outstanding student and an example to his peers. Each year he has been on homecoming court, demonstrating his well-known personality. Zachary enlisted in the National Guard November of 2021, with hopes to help those in areas of emergency.

When he has completed his training, he plans to attend OSU in the Field of Forestry, Agriculture with a goal of working towards Law Enforcement.

Kelsie Siegner, Senior
Crane High School
Harney County

The Crane High School staff and Crane community describe Kelsie as: kind, friendly, responsible, dependable, a great leader, understanding, honest, moral, ethical, sweet, respectful, efficient, thorough, athletic, genuine, resilient, reliable, and inspirational.

She finds time to help in Crane’s kindergarten classroom as well, which has inspired her plans to major in elementary education. Kelsie helps on her family's cattle ranch and is very close with her siblings. She is a quiet leader and an example to everyone.

Ryan Talbot, Senior
Harper High School
Malheur County

A dedicated student, Ryan has maintained a 4.0 GPA, and has taken dual credit college classes, Math 111 and 112. Aside from academics and clubs, Ryan is an exceptional athlete. During winter, he travels 60 miles one way to Boise, Idaho to attend indoor track twice a week. He broke a 40-year old school record in the pole vault and placed 1st at the state track meet his freshman year in the 110 meter hurdles. Ryan is also an active church and community member.

David Marker, one of Ryan’s teachers/coaches stated, “It has been a rare opportunity to have taught and coached such a fine young man.”

Amanda was recently chosen as Burns High School student of the year for the Harney County chamber award.

One of her teachers said Amanda “excels in the classroom and is a wonderful caring student who is very helpful for others. She epitomizes what you want to see from all students with her kind heart and great work ethic.”
