March 10th COVID-19 update

Dear Neighbors and Friends,

I hope that you and your loved ones are doing well, staying healthy, and looking out for your neighbors and friends during this past week.

Nothing much has changed since last week on the COVID front.  The precipitous declines in cases and hospitalizations have continued, as you’ll see reflected throughout tonight’s newsletter.  We remain on track for the long-awaited lifting of the COVID restrictions here in Oregon (along with our West Coast neighbors to the north and south) on Saturday, March 12. 

I’m actually writing this newsletter from a place that has been just ahead of us in terms of being hit by Omicron, recovering from Omicron, and experiencing a lifting of its COVID restrictions: Washington, D.C.  I’m here for a meeting tomorrow of a task force I’m on, one on Immigration and the States, convened by the National Conference of State Legislatures. 

Masking requirements remain in place at airports, on flights, and on public transportation, so I did spend nearly the whole day with an N95 on my face but was met at the hotel by desk clerks and other staff without masks.  I have to confess that it felt odd and still does.  We’ll see what tomorrow feels like.  And when I get back to Portland Saturday night, we’ll all be in this new chapter together.

Needless to say, COVID will still be with us to some extent, and so will the need to mask to some extent.  Masks will still be required in medical settings, as they will be on public transportation. Many of our friends and neighbors will likely have to remain masked because of medical conditions that they have. I hope we can all continue to support their ability to feel safe, however we can.

As you’ll see further down in the newsletter, OHSU is shifting from providing a COVID report and forecast each week to doing it every other week.  I too will likely be moving away from these regular COVID updates that have become a feature of my life for the last two years. I’ll continue to track and provide COVID info in my regular legislative newsletters, but it’s looking as if it’s time at last to move that into the background. 

Let’s just hope that this hiatus can last for a while!

OREGON CORONAVIRUS AND CORONAVIRUS RESPONSE UPDATE

  • New COVID Cases: OHA reports 433 new COVID cases today, vs. 696 last Thursday. That’s an average of 426 per day for the last week (vs. 667 per day the previous week). The cumulative number of cases in Oregon since the beginning of the pandemic is 698,982.
  • Variant COVID Cases:
    • OHA is now showing us not only this week’s variant cases but the growth of the different variants in Oregon over time. You can see in the graph above that Omicron remains responsible for all the cases in this state This graph is updated every Wednesday.
    • OHA’s Variant Dashboard provides current and new variant case numbers for the state as a whole but also for different parts of the state. It too is updated each Wednesday.
  • Positive Test Results: OHA reported 624 positive test results today (vs. 837 last Thursday). That’s an average of 526 per day for the 7 days since the last newsletter (vs. 877 per day the previous week). The cumulative total of positive test results since the beginning of the pandemic is now 921,786.
  • Total Tests: OHA reported an additional 20,119 tests today (vs. 18,288 last Thursday). That’s an average of 14,843 per day for the last week (vs. 16,931 for the previous week). Our cumulative total of reported tests is 10,614,137.
  • Positivity Rate: The test positivity ratio for Oregon today was 3.1% (vs. last week’s 4.6%). That’s an average of 3.7% per day for the last week (vs. 5.2% last week).
  • Hospitalization Information:
    • Patients Currently with Confirmed COVID-19: 271 (133 fewer than last newsletter)
    • ICU Patients Confirmed w COVID-19: 45 (24 fewer than last newsletter.)
    • Confirmed COVID-19 Patients Currently on Ventilators: 19 (19 fewer than last newsletter)
    • Available Ventilators: 869 (same as last newsletter).
  • Hospital Capacity:
    • Available Adult ICU Beds: 94 (14% availability) (5 more than last newsletter).
    • Other Available Adult Beds: 323 (7% availability) (11 more than last newsletter).
    • Available Pediatric ICU Beds: 11 (26% availability) (1 more than last Thursday).

  • Deaths: I’m sorry to report 54 additional COVID deaths today (vs. 59 last Thursday). We haven’t received details yet, but I suspect that many are from earlier days. In any case, that’s an average of 24 per day for the week since the last newsletter (vs. 19 the previous week). The total number of COVID deaths in Oregon is 6,854.
  • Vaccinations:
    • Today, OHA reported that 3,529 new doses of COVID-19 vaccinations were added to the state immunization registry March 9. Of that total, 335 were initial doses, 406 were second doses and 961 were third doses and booster doses. The remaining 1,702 were administered on previous days but were entered into the vaccine registry March 9.
    • The seven-day running average is now 2,957 doses per day.
    • Total doses administered: 7,411,816
      • 4,163,977 Pfizer/Comimaty vaccines
      • 239,033 Pfizer Pediatric vaccines
      • 2,724,965 Moderna vaccines
      • 269,260 Johnson & Johnson vaccines
    • Total Oregonians vaccinated so far: 3,165,270 (up by 4,301 from last week)

    • So far, 77.1% of all Oregonians have received at least one dose
      • 81.5% of those 5 and older
      • 85.5 of those 12 and older
      • 86.9% of those 18 and older

    • 69.9% of all Oregonians are now fully vaccinated

Weekly County Report: Continuing Big Declines Around the State

The latest OHA county report, showing increases/decreases in COVID spread for each county and for the state as a whole, was released on Monday. It shows case counts and rates for the last four weeks, including the week that ended Saturday, March 5.

The Omicron transmission numbers reported this week have now dropped to Low levels for the state as a whole.

The statewide infection rate has gone from to 131 per 100K in the last report to 96.2 per 100K in this one; the test positivity rate has also gone down, from 6.4% last week to 4.4% this week. The numbers at the beginning of February were 423.3 per 100K and 13.7% positivity.

Every county has seen its numbers go down over the last week. A few are still at Moderate level, but most are now at Low.  All but two counties (Sherman and Wallowa) now have positivity rate below 10%, and most are below 5%.

 

OHA Weekly Report: Another Big Drop in New Oregon Cases, Hospitalizations, and Deaths

The COVID-19 Weekly Data Report, released on Wednesday, showed declines in weekly cases, COVID-19-related hospitalizations and deaths.

  • OHA reported 3,865 new cases of COVID-19 during the week of Monday, Feb. 28 through Sunday, March 6 – a 28% decline from the previous week’s 5,337, and a 94% drop from the peak case level Oregon experienced the week of Jan. 17 through Jan 23.
  • There were 285 new COVID-related hospitalizations, a 35% decrease over the previous week and the lowest so far this year.
  • There were 122 COVID-19-related deaths, down from 137 the previous week.
  • Reported COVID-19 test results dropped 13%. There were 115,142 tests administered.
  • Test positivity dropped to 4.4%, the lowest since mid-July.

Today’s COVID-19 Weekly Outbreak report shows 197 total active outbreaks in care facilities, senior living communities and congregate living settings, down from 268 the previous week.

The Latest Breakthrough Report: Share of Breakthrough Cases Goes Down, And Severe Cases Continue to Be Among the UNvaccinated

Oregon Health Authority’s (OHA) most recent update on COVID-19 breakthrough cases, released today, reported 4,104 cases of COVID-19 during the week of Feb. 27 to March 5. 

Of those cases, 2,436, or 59.4%, were unvaccinated people and 1,667, or 40.6%, were vaccine breakthrough cases. Among the breakthrough cases, 776, or 46.6%, were fully vaccinated and boosted. 

Twenty-four breakthrough cases involved residents of care facilities, senior living communities or other congregate care settings (up slightly from last week’s 22).

To date, there have been 194,613 COVID-19 vaccine breakthrough cases in Oregon, out of a total of 698,982. Of those cases, 44,883, or 23.1%, were fully vaccinated and boosted at the time of infection.

The report shows that the rate of COVID-19 in unvaccinated people is approximately 2.8 times (up from two times) the rate as in vaccinated people, and four times (up from three times) higher than in people who are fully vaccinated and boosted. 

Where the vaccines continue to really make a difference is in preventing serious COVID cases.  Here, the gap between vaccinated and unvaccinated individual is increasing, not narrowing.  Nearly all breakthrough cases show no symptoms, or symptoms that are relatively mild. The percentage of breakthrough hospitalizations and deaths continues to go down.  To date, only 2.5% of the small percentage of vaccine breakthrough cases have been hospitalized and just 0.5% have died (same as last week). Nearly all the COVID patients in ICUs and on ventilators have been unvaccinated.

The median age of vaccinated people who died is 80.

To date, nearly 3 million Oregonians are fully vaccinated.

 

New OHSU Forecast Continues to Show Faster-Than-Expected Declines

The current OHSU Forecast Report,published today, uses data provided by OHA and others that project how fast the virus may spread in the population and provides projections on possible outcomes, including infection rates and impacts on hospital capacity.  The lead author is Dr. Peter Graven, Director of OHSU’s Office of Advanced Analytics

This forecast shows that the steep declines are continuing. We hit the Governor’s goal of 400 COVID hospitalizations (bringing us back to pre-Omicron) the day after the last newsletter (!), and it has continued to drop precipitously since then. So far, Oregonians overall have continued to wear masks (at much higher levels than most of the nation), but that should start to change this weekend, as the masking requirements are officially lifted.  Dr. Graven does warn us that we might see a subsequent uptick in cases (as has been seen in the U.K. and the Netherlands after they lifted their requirements) or a slowing down of the decline, but it should not result in an increase in hospitalizations.  Or at least that’s what it looks like on March 10, 2022!

Tonight will be the last of the weekly OHSU reports; they are shifting to once every two weeks from now on.  Here's reporting on that from OHSU News.

Here are key observations in this week’s report:

  • As of March 10, 270 patients were in Oregon hospitals, 134 fewer than the week before.
  • Activities such as going to bars and restaurants indoors or attending large events indoors have returned to pre-omicron levels. 
  • Hospitalization and case counts have returned to pre-omicron levels for the state as a whole.
  • However, they remain higher for hospitals in southern and central Oregon.
  • Masking in Oregon has remained steady at 74% in the last week, well above the U.S. average of 45%.  
  • The BA2 omicron variant is beginning to grow in the U.S. Oregon data is showing similar signs of BA2 growth.
  • Two countries (the United Kingdom and the Netherlands) that abruptly removed all COVID restrictions saw cases rise. 
  • As of March 8, 9% of occupied ICU beds had COVID patients in them statewide, down from 12% the week before.
  • Seven children were in Oregon hospitals, similar to the pre-omicron level.
  • Deaths per day appear to have peaked at 15 in late January.
  • The decline in hospitalizations continues, most likely reflecting the much lower level of infection in new admissions.
  • Oregon may see some increase (or a slower decrease) in cases after the mask mandate is lifted March 12. Infections are unlikely to lead to a significant rise in hospitalizations, though incidental cases (finding COVID in people who were admitted for another reason) may increase.
  • New vaccination rates continue to decline.

Here is most of the information about the 168 additional deaths that have been reported since last Thursday’s newsletter, vs. 108 the week before.  The information about today’s reported 54 deaths has not yet been released. I’ll include it in next week’s newsletter. Again, most of these are likely from earlier months. (A number of this week’s reported deaths actually occurred in January.)

OHA does have a dashboard that shows week-over-week numbers of deaths by actual date of death, not when the deaths were reported (i.e., they go back and plug those late-reports into the weeks they actually occurred.  You can find that dashboard here. It’s updated once a week.
