March 3rd COVID Update

Dear Neighbors and Friends,

I hope that you and your loved ones are doing well, staying healthy, and looking out for your neighbors and friends during this past week.

I feel a little nervous saying this (because you never know what’s coming), but tonight’s newsletter is largely full of very good news.  I’m happy to report that the 2022 legislative session appears to be just hours away from completion.  Following the long and difficult floor debate in the Senate this morning on the Farmworker Overtime bill (HB 4002), which led to the passage of the bill on a 17-10 vote, Republicans decided to dispense with bill reading, which immediately led to bills moving very quickly.  Moreover, they decided to waive the other statutory timelines that would have required us to take several more days to complete the session.

It was clear that once that controversial bill had been dispensed with, everyone was ready to move as quickly as possible to passage of the final budget bill (which is extremely, unusually generous this year) that will be the last bill to pass before the adjournment vote.  This was equally true in the House.

As a result, the House will return at 9 tomorrow morning and the Senate at 10 to complete our work.  We should be finished “sine die” by around noon.

I’ll get out a summary newsletter this weekend to fill you in on the fate of the bills I’ve been following.  Also, you’ll see info below on this Saturday’s constituent coffee and Wednesday evening’s Town Hall with Reps Pham and Smith Warner.

In a nutshell, all the bills that were on track to pass in my last newsletter have now passed both chambers and are headed to the Governor for her signature—except for one: SB 1567. Time ran out in the House this evening for the CEI Hub bill to be considered, so it’s among the handful of bills up for a vote first thing tomorrow morning.  I’m pleased to report that it passed the Senate on Tuesday on a strong 23-2 vote.  I’m confident it will pass the House in the morning.

On the COVID front, the dramatic declines in COVID cases, positivity rates, and hospitalizations are continuing, again exceeding projections for when we’ll hit the hoped-for target of 400 COVID hospitalizations for the state. We are at 404 as I write this, so we may well get there tomorrow.  Still, we’ll have to wait a week for the remaining COVID restrictions to be lifted, as the three Western states have agreed to take this action together on March 12.

In anticipation of that day, many Oregonians are already beginning to reduce their mask-wearing and distancing, but according to the latest OHSU tracking, most are not.  Fortunately, most of the Portland area has now moved back into the Low Risk category, back to a status that we haven’t had since the summer.  So it’s unlikely that we’ll see case numbers go up anytime soon (he says).  Fingers crossed, fingers crossed.

March Constituent Coffee!!!

Saturday, March 5, is the first Saturday of the month, and that means it’s time for our regular constituent coffee from 9 to10:30.  I had thought I might be doing this from the Capitol, but as I write this, it appears that we will be bringing this session to a close tonight or tomorrow.

This will be a chance for us to catch up on the end of session.  I’ll be able to take you behind the scenes on the bills that did and did not pass, and do some looking forward on next steps for the latter.

OREGON CORONAVIRUS AND CORONAVIRUS RESPONSE UPDATE

  • New COVID Cases: OHA reports 696 new COVID cases today, vs. 856 last Thursday. That’s an average of 667 per day for the last week (vs. 989 per day the previous week). The cumulative number of cases in Oregon since the beginning of the pandemic is 696,003.
  • Variant COVID Cases:
    • OHA is now showing us not only this week’s variant cases but the growth of the different variants in Oregon over time. You can see in the graph above that Omicron remains responsible for nearly all the cases in this state This graph is updated every Wednesday.
    • OHA’s Variant Dashboard provides current and new variant case numbers for the state as a whole but also for different parts of the state. It too is updated each Wednesday.
  • Positive Test Results: OHA reported 837 positive test results today (vs. 1,170 last Thursday). That’s an average of 877 per day for the 7 days since the last newsletter (vs. 1,350 per day the previous week). The cumulative total of positive test results since the beginning of the pandemic is now 918,104.
  • Total Tests: OHA reported an additional 18,288 tests today (vs. 18,288 last Thursday). That’s an average of 16,931 per day for the last week (vs. 16,958 for the previous week). Our cumulative total of reported tests is 10,510,237.
  • Positivity Rate: The test positivity ratio for Oregon today was 4.6% (vs. last week’s 6.4%). That’s an average of 5.2% per day for the last week (vs. 7.7% last week).
  • Hospitalization Information:
    • Patients Currently with Confirmed COVID-19: 404 (124 fewer than last newsletter)
    • ICU Patients Confirmed w COVID-19: 69 (36 fewer than last newsletter.)
    • Confirmed COVID-19 Patients Currently on Ventilators: 38 (15 fewer than last newsletter)
    • Available Ventilators: 869 (22 more than last newsletter).
  • Hospital Capacity:
    • Available Adult ICU Beds: 89 (13% availability) (5 fewer than last newsletter).
    • Other Available Adult Beds: 312 (7% availability) (38 fewer than last newsletter).
    • Available Pediatric ICU Beds: 10 (24% availability) (3 more than last Thursday).

  • Deaths: I’m sorry to report 59 additional COVID deaths today (vs. 28 last Thursday). We haven’t received details yet, but I suspect that many are from earlier days. In any case, that’s an average of 15 per day for the week since the last newsletter (vs. 19 the previous week). The total number of COVID deaths in Oregon is 6,686.
  • Vaccinations:
    • Today, OHA reported that 4,274 new doses of COVID-19 vaccinations were added to the state immunization registry March 2. Of that total, 418 were initial doses, 467 were second doses and 1,150 were third doses and booster doses. The remaining 2,097 were administered on previous days but were entered into the vaccine registry March 2.
    • The seven-day running average is now 3,619 doses per day.
    • Total doses administered: 7,389,444
      • 4,151,939 Pfizer/Comimaty vaccines
      • 235,775 Pfizer Pediatric vaccines
      • 2,718,549 Moderna vaccines
      • 268,901 Johnson & Johnson vaccines

Weekly County Report: Continuing Big Declines Around the State

The latest OHA county report, showing increases/decreases in COVID spread for each county and for the state as a whole, was released on Monday. It shows case counts and rates for the last four weeks, including the week that ended Sunday, February 27.

The Omicron transmission numbers reported this week have now dropped to moderate levels for the state as a whole.

The statewide infection rate has gone from to 231.4 per 100K in the last report to 131.0 per 100K in this one; the test positivity rate has also gone down, from 9.5% last week to 6.4% this week.

Every county has seen their numbers go down over the last week. Though some counties were still at a “High” level in this week’s report, by today they are all at the CDC “Low” or “Medium” levels.

 

OHA Weekly Report: Big Drops in New Oregon Cases and Hospitalizations

OHA’s COVID-19 Weekly Data Report, released yesterday, showed declines in weekly cases and COVID-19-related hospitalizations, but higher deaths.

  • OHA reported 5,337 new cases of COVID-19 during the week of Monday, Feb. 21 through Sunday, Feb. 28 – a 43% decline from the previous week, and a 90% drop from the peak case level Oregon experienced the week of Jan. 17 through Jan 23.
  • During the week of Feb. 21 through Feb. 28, there were 438 COVID-19-related hospitalizations, a 31% decrease over the previous week.
  • COVID-19-related deaths increased to 137 from 111 the previous week.
  • Reported COVID-19 test results dropped 13%. There were 113,657 tests administered, down from last week’s 130,116.
  • Test positivity dropped to 6.4%, down from 9.6%.

Today’s COVID-19 Weekly Outbreak report shows 268 total active outbreaks in care facilities, senior living communities and congregate living settings, down from 314 the previous week.

The Latest Breakthrough Report: Share of Breakthrough Cases Goes Up, While Severe Cases Continue to Be Among the UNvaccinated

OHA’s most recent update on COVID-19 breakthrough cases, released today, reported 5,589 cases of COVID-19 during the week of Feb. 20 to Feb. 26. The latest breakthrough report can be found here.

Of those cases, 2,950, or 52.8.%, were in unvaccinated people, and 2,632, or 47.1%, were vaccine breakthrough cases. Among the breakthrough cases, 1,119, or 42.5%, were fully vaccinated and boosted.

Twenty-two breakthrough cases involved residents of care facilities, senior living communities or other congregate care settings (down from 52 last week).

To date, there have been 192,934 COVID-19 vaccine breakthrough cases in Oregon out of a total of 696,003.. Of those cases, 44,109, or 22.9%, were fully vaccinated.

The report shows that the rate of COVID-19 in unvaccinated people is twice the rate (down from 2.5 times) as in vaccinated people, and three times higher (down from 4 times) than in people who are fully vaccinated and boosted.

Where the vaccines continue to really make a difference is in preventing serious COVID cases.  Here, the gap between vaccinated and unvaccinated individual is increasing, not narrowing.  Nearly all breakthrough cases show no symptoms, or symptoms that are relatively mild. The percentage of breakthrough hospitalizations and deaths continues to go down.  To date, only 2.4% of the small percentage of vaccine breakthrough cases have been hospitalized and just 0.5% have died (same as last week). Nearly all the COVID patients in ICUs and on ventilators have been unvaccinated.

The median age of vaccinated people who died is 80.

To date, nearly 3 million Oregonians are fully vaccinated.

 

New OHSU Forecast Continues to Show Faster-Than-Expected Declines

The latest OHSU Forecast Report, published today, uses data provided by OHA and others that project how fast the virus may spread in the population and provides projections on possible outcomes, including infection rates and impacts on hospital capacity.  The lead author is Dr. Peter Graven, Director of OHSU’s Office of Advanced Analytics

This forecast shows that the steep declines are continuing.  It again appears that we will reach the Governor’s goal of 400 COVID hospitalizations ahead of the original March 31st projection—in fact, we’ll probably get there tomorrow. However, the COVID restrictions will still remain in place until March 12, a date agreed upon by the three Western states.

Here are key observations in this week’s report:

  • As of March 3, 404 patients were in Oregon hospitals, a drop of more than 120 from the week before.
  • On a per capita basis, only ten other states have seen their hospitalizations come down to this level: IA, MD, VT, NV, IL, CO, CT, RI, NH, MA, HI.
  • All Oregon regions are showing significant declines in hospitalizations. Two regions in southern Oregon (5 and 7) still have more than 10 patients per 100,000 residents.
  • Case counts and positive tests are decreasing.
  • People in Oregon are now spending time indoors with others and going to restaurants at the same rate as before the Omicron surge.
  • Fewer people in Oregon are wearing masks. The rate has dropped to 74% from a peak of 84% on Jan. 23.
  • A new Omicron variant called BA.2 is beginning to spread in the U.S. There are still few cases in Oregon.
  • As of March 3, 12% of occupied ICU beds had COVID patients in them statewide, a drop from 19% the previous week.
  • Fourteen children were in Oregon hospitals. This is still more than the peak level of 13 children during the Delta surge but a drop from 22 the previous week.
  • Deaths per day are declining after peaking on Jan. 31.
  • The decline in hospitalized patients is slowing. This has been the fastest decline in hospitalizations in Oregon to date.
  • The number of people in Oregon hospitals is expected to fall below 400 in the next few days. Some regions may not reach a comparable level of hospitalized patients until about March 12.
