Dear Neighbors and Friends,

I hope that you and your loved ones are doing well, staying healthy, and looking out for your neighbors and friends during this past week.

We in the Legislature are just finishing up our quarterly week of committee hearings, meetings, and reports.  We heard troubling reports of educator shortages and the harmful effects on schools and student learning.  We heard about the dangers that we face from the fossil fuel storage tanks on the shores of the Willamette.  But we also received positive news. Yesterday we received our quarterly revenue forecast, which was unexpectedly positive.  I'll provide you with more information about some of the highlights in another newsletter sometime soon.

For now, the COVID news in Oregon is still improving. Oregon is now back among the lower tier of states in terms of number of new COVID cases.  As you'll see in tonight's newsletter, case numbers, hospitalizations, and deaths in Oregon continue to go down. That's unfortunately not the case for much of the nation, particularly in those areas where cold weather is driving more people indoors and people are becoming less careful about potential COVID exposure.  While vaccines seem to be preventing the worst of effects, there is concern about what the upcoming holidays will bring.  

We again are seeing lower COVID rates in the Portland metro counties than in most of the state, presumably as a result of our higher vaccination rates.  Oregon as a whole has passed the 70% mark for Oregonians (including Oregonians of all ages) who have received at least one dose of a vaccine.  Nearly 95% of Oregonians age 65 and older have now been vaccinated.  That is making a difference. 

The number of reported deaths remains high, but that continues to be due in part to deaths from last spring and summer that are only now being processed and reported.  If you look just at the deaths that have occurred in the last few weeks, you'll see the reductions that mirror the reductions in overall cases (lagging by a month or so).  Let's hope this continues.

OREGON CORONAVIRUS AND CORONAVIRUS RESPONSE UPDATE

  • New COVID Cases: OHA reports 1,160 new COVID cases today, vs. 906 last Thursday. (However, this is probably an undercount, since yesterday was Veteran’s Day.) That’s an average of 688 per day for the 7 days since the last newsletter (vs. 897 per day the previous week). The cumulative number of cases in Oregon since the beginning of the pandemic is 382,990.
  • Variant COVID Cases:
    • OHA is now showing us not only this week’s variant cases but the growth of the different variants in Oregon over time. You can see in the graph above just how the Delta variant has come to dominate cases here in Oregon.  It is updated every Wednesday.
    • OHA’s Variant Dashboard provides current and new variant case numbers for the state as a whole but also for different parts of the state. It too is updated each Wednesday.
  • Positive Test Results: OHA reported 2,114 positive test results today (vs. 1,341 a week ago). That’s an average of 1,368 per day for the 7 days since the last newsletter (vs. 1,185 per day the previous week). The cumulative total of positive test results since the beginning of the pandemic is now 526,115.
  • Total Tests: OHA reported an additional 28,959 tests today (vs. 21,632 a week ago). That’s an average of 14,990 per day for the 7 days since the last newsletter (vs. 19,427 for the previous week). Our cumulative total of reported tests is 7,903,648.
  • Positivity Rate: The test positivity ratio for Oregon today was 7.3% (vs. 6.2% a week ago). That’s an average of 6.7% per day for the 7 days since the last newsletter (it was 6.2% per day for the previous week). 
  • Hospitalization Information:
    • Patients Currently with Confirmed COVID-19: 419 (63 fewer than last newsletter)
    • ICU Patients Confirmed w COVID-19: 104 (16 fewer than last newsletter.)
    • Confirmed COVID-19 Patients Currently on Ventilators: 60 (2 more than last newsletter)
    • Available Ventilators: 860 (6 fewer than last newsletter).
  • Hospital Capacity:
    • Available ICU Beds: 65 (7 more than last newsletter)
    • Other Available Beds: 252 (15 fewer than last newsletter).

  • Deaths: I’m sorry to report 13 additional COVID deaths today (vs. 10 last Thursday).  That’s an average of 19 per day for the week since the last newsletter (vs. 26 the  previous week).  The total number of COVID deaths in Oregon is 4,886.
  • Vaccinations:
    • Today, OHA reported that 25,900 new doses of COVID-19 vaccinations were added to the state immunization registry on Nov. 17. Of that total, 3,608 were initial doses, 734 were second doses and 9,809 were third doses and booster doses. The remaining 11,657 were administered on previous days but were entered into the vaccine registry on Nov. 17. 
    • Total doses administered: 5,864,675
      • 3,424,408 Pfizer/Comimaty vaccines
      • 40,088 Pfizer Pediatric vaccines
      • 2,157,863 Moderna vaccines
      • 237,531 Johnson & Johnson vaccines
    • The seven-day running average is now 17,986 doses per day (up from 15,980 last week).

      • 2,639,902 now fully vaccinated with two doses (up by 7,979)
    • 70.2% of all Oregonians have received at least one dose (See OHA writeup on this further down in the newsletter.)
      • 81.4% of those 18 and older

    • 63.6% of all Oregonians are now fully vaccinated

CDC Reports that 70% of All Oregonians Have Received a COVID-19 shot

According to the Centers for Disease Control and Prevention (CDC), more than seven in 10 people in Oregon of all age groups have received at least one dose of a COVID-19 vaccination. As of today, 2,951,568 Oregonians have received a shot. (The CDC’s data differs from Oregon’s, because it accounts for vaccines administered through federal facilities, including tribal facilities and the VA, which may not report to Oregon.)

Oregon now ranks 19th among U.S. states and the District of Columbia for the percentage of its total population who are protected by at least one dose of a vaccine. It also ranks 19th among all states and the District of Columbia in the administration of booster doses.

Oregon’s total population vaccination percentage has grown with the recent authorization for children ages five to 11 years to receive the Pfizer pediatric vaccine. As of today, nearly 40,000 five-to-11-year-olds have received at least the initial vaccine dose, which accounts for 11% of all children in that age range.

 

Weekly County Report: County and Statewide Numbers Continue to Go Down

The latest OHA county report, showing weekly increases/decreases in COVID spread for each county and for the state as a whole, was released on Monday. It shows the latest case counts, including the period that ended Sunday, November 14.

This report shows that the statewide infection rate has continued to go down for the third week in a row, while the test positivity rate has gone up slightly.

Washington County now leads the tri-county region (and nearly all other counties) in its infection rate, followed by Multnomah County.  Those two counties are now in the “Moderate Risk” category, while nearly all other counties remain at either “High Risk” or “Extreme Risk.”  Nevertheless, nearly all Oregon counties are seeing steady reductions.

 

OHA’s Weekly COVID Data and Outbreaks Reports Released: Fewer COVID Cases, Hospitalizations, and Deaths This Week

OHA’s COVID-19 Weekly Report, released yesterday, shows a decrease in daily cases, deaths and hospitalizations.

  • OHA reported 5,839 new cases of COVID-19 during the week of Monday, Nov. 8, through Sunday, Nov. 14. That represents a 12% decrease from the previous week. (The decrease occurred, however, in the context of a 17% decrease in testing.)
  • There were 356 new COVID-19 hospitalizations, down from 378 last week.
  • There were 183 reported COVID-19-related deaths, down from 243 reported the previous week. The past two weeks of data for COVID-19 related deaths include many deaths that occurred from May to August 2021 as a result of data reconciliation.
  • There were 111,898 tests for COVID-19 for the week of Nov. 7 through Nov. 13, down from 135,539 the previous week. However, this reduction is likely the result of technical issues in reporting that occurred last weekend, creating a backlog.  OHA is investigating and is hoping to resolve the problem soon.
  • The percentage of positive tests rose slightly to 6.5%, up from 6.4% the previous week. Again, this increase may be due to the reporting problems.

Today’s COVID-19 Weekly Outbreak Report shows 69 active COVID-19 outbreaks in senior living communities and congregate living settings, a further reduction from the previous week.

Unfortunately, deaths nearly always lag new cases by around a month, so we continue to see an increase in deaths among residents. However, this week the rate of increase went down to where it has been. (Last week’s big increase was presumably an anomaly, the result of the data reconciliation that occurred last week.)

Share of Breakthrough COVID Cases Goes Down

OHA’s most recent update on COVID-19 breakthrough cases, released today, found that 74.5% of the 5,924 reported COVID-19 cases between Nov. 7 and Nov. 13 occurred in unvaccinated people. In other words, 1,508, or 25.5% of all cases, were breakthrough cases, affecting Oregonians fully vaccinated. This is a decrease from last week’s 29%.

To date, there have been 41,257 COVID-19 vaccine breakthrough cases in Oregon. That’s 10.8% of all the cases recorded here in this state.

The number of vaccine breakthrough cases identified in Oregon remains tiny when compared to the 2.9 million Oregonians who have received at least one dose of a COVID-19 vaccine.

Cases of COVID-19 are thus far more common in unvaccinated people. The report shows that the rate of COVID-19 in unvaccinated people is four and a half times higher than in vaccinated people.

To date, only 4.5% of the relatively small number of vaccine breakthrough cases have been hospitalized and only 1.1% have died. The average age of vaccinated people who died was 81.

 

New OHSU Forecast Shows Declines in COVID Hospitalizations But Will Remain Overall High Through January

The current OHSU forecast report, published November 18, uses data provided by OHA and others that project how fast the virus may spread in the population and provides projections on possible outcomes, including infection rates and impacts on hospital capacity.  The lead author is Dr. Peter Graven, Director of OHSU’s Office of Advanced Analytics.

Here are this week’s top-line observations:

  • Oregon is back down in the lower tier (35th in the country) in per-capita new daily cases.
  • The number of patients needing hospital beds declined to 419 as of Nov. 18,  a 91-bed decrease from the level the week before.
  • Most regions are showing modest declines in the number of people in the hospital.
  • A much larger percentage of people plan to leave their house this Thanksgiving compared with last year.
  • As of Nov. 15th, 17% of occupied ICU beds had COVID patients in them statewide, a decrease from last week.
  • The number of children in Oregon hospitals held steady, at six as of Nov. 15.
  • Flu cases remain low.  The flu season spikes at different times each year, so that may not mean there won't be a flu surge.
  • Hospitalizations dropped more quickly in the last week but are expected to remain high through January.
  • The primary risk to the forecast is understanding why some states are having continued surges.
  • The states with the top 10 highest cases per capita tended to have lower mask-wearing rates and lower average temperatures than other states. The delta surge also started weeks later in states with high case count. It’s not clear whether Oregon could see a delayed surge or be affected by these factors.
  • Oregon, Washington, and California are all experiencing modest declines.
  • The COVID rate for vaccinated Oregonians continues to decline, while the rate for unvaccinated continues to increase modestly.
  • Vaccinated Oregonians continue to engage in less risky behavior than the unvaccinated.

Oregon’s 4,823rd COVID-19 related death is a 68-year-old woman from Clackamas County who tested positive on Aug. 7 and died on Aug. 23 at Providence Willamette Medical Center.
