November 11th COVID-19 Update

Dear Neighbors and Friends,

I hope that you and your loved ones are doing well, staying healthy, and looking out for your neighbors and friends during this past week.

First of all, I want to wish everyone a happy Veteran’s Day, especially those who served and sacrificed on our behalf, including of course their families.  Your service deserves recognition every day.

Sadly, this year I’m again not able to participate in one of my favorite in-district events of the year—the Hollywood Veteran’s Day Parade.  It’s always so heartwarming and uplifting to be among the elderly and the very young, veterans, non-veterans, family members of veterans, scouts, marching bands, and active service members,  This year it again had to be canceled due to COVID.  But I’m confident that it will return next year, and I’m very much looking forward to it.

Because this is Veterans Day, this will be an incomplete newsletter.  I just realized that most of OHA’s staff aren’t working today and consequently be able to provide the daily numbers for today or the reports that ordinarily come out on Thursday.  I’ll provide what I can, including links to COVID-related news that have come out over the last week, the weekly reports and the latest OHSU forecast.

I’ll send the remainder Friday evening. By then I’ll have the COVID numbers for Thursday, so I can provide the usual week-over-week metrics.  Also, tomorrow the OHA will release the latest update on breakthrough cases.

I’ll also be providing you with an overview of next week’s legislative committee hearings.  It’s that time of year again, as the work preparing for the next session is really starting to heat up.

Want to Connect to COP26?

COP26, the big international Climate Action conference, COP26, being held in Glasgow, ends tomorrow. It’s not clear yet what the final resolutions and declarations will be.  We can expect that there will be many compromises made in an effort to get as much support as possible, which will be frustrating for many of us.  But aside from the symbolism of such resolutions, the real value of these gatherings is the information that’s shared, much of it coming from individual cities, states, provinces, nonprofits, and businesses, where arguably most of the real climate action is occurring.

Private Forest Accord Reached

You may or may not have heard that a minor miracle occurred here in Oregon a couple of weeks ago: a long-hoped-for agreement between timber operators and environmentalists.  It’s been in the works for more than a year and a half, an effort convened by the Governor to find common ground and a path to avoid a battle at the ballot and potential federal action.  

Environmentalists have argued (and I agree) that Oregon’s Private Forest Practices Act allows timber to be cut and pesticides applied much too close to streams and habitations to be safe. Though Oregon’s Act was trailblazing in its time (it was the first act setting standards for  private lands), much subsequent science has shown it to be inadequate and other states have adopted policy that is more protective for water, fish, and neighboring communities.  These accords will makes Oregon’s private forest practices safer while still providing adequate supplies of timber for our mills.

The agreement process that began in February 2020 has already had an effect on forest practice.  During 2020's first special session, the Legislature passed SB 1602, in which the Legislature endorsed the mediation effort and immediately put into effect restrictions on the use of aerial pesticide spraying in our forests.  This was especially gratifying for me, since I had been working on solutions to this problem for some time, enduring years of resistance from the timber industry. Those solutions regulating and requiring transparent reporting of spray operations were largely adopted in SB 1602.

The new agreements are currently in the process of being drafted into new legislation for the February 2022 legislative session.

Here  is a one-page history of the agreement, with links to various documents, that was produced by Oregon Wild, one of the environmental groups that was part of this effort. Here is a comparison between the new standards and existing standards.  And here is a one-pager that was produced jointly by both sides to the agreement.  (You’ll see the list of parties involved.)

I’ve been told that the key to success this time was that the two sides were able to come to initial agreement on the science behind stream buffers (notably the way that having a buffer zone of intact trees will cool streams and make them safer for fish). This was a real improvement over the traditional way of doing things, where each side has “its science” and there is little room for communication and agreement.  The success of this process could turn out to be a model for important work in the future, work that puts agreement on good science at the heart of the effort.

New OHSU COVID Forecast Shows Slow But Steady Declines in Oregon

The current  OHSU forecast report, published late this afternoon, uses data provided by OHA and others that project how fast the virus may spread in the population and provides projections on possible outcomes, including infection rates and impacts on hospital capacity.  The lead author is Dr. Peter Graven, Director of OHSU’s Office of Advanced Analytics.

Here are this week’s top-line observations:

  • The number of patients needing hospital beds declined to 510 as of Nov. 9, a 17-bed decrease from the level the week before.
  • Region 7 has started coming down to levels more similar to those in other regions, which are mostly flat.
  • Though several countries in Europe are showing increased case levels, average rates there remain below Oregon's current rate of 12 per 100,000.
  • The number of people in the hospital per capita is largely flat in neighboring states and other regions in the U.S. Four states are showing consistent increases in hospitalizations census — Colorado, Michigan, New Mexico and Minnesota — over the prior month and week.
  • As of Nov. 8, 22% of occupied ICU beds had COVID patients in them statewide, a slight increase from the prior week.
  • Pediatric hospitalizations remain steady in Oregon, with seven patients in hospitals as of Nov. 9.
  • Fewer than 13 flu cases a week are being detected in Oregon. In a typical flu season, counts in mid-November are over 100.
  • The decline in the rate of hospitalizations is slowing and expected to continue slowing, but there is no clear sign of a surge.
  • Oregon is #27 in the nation in number of new infections.
  • Each week without a surge means it's less likely we'll see one this fall. Last year at this time, before the faster-spreading delta variant and with lower levels of social distancing, Oregon was seeing a surge in hospitalizations.
  • Cases increased modestly for the unvaccinated in recent week. The rate for the vaccinated continued to decline.
  • Mask wearing among Oregonians in public indoor spaces remains high (81%).
  • 10% of Oregonians have received a booster.

 

OHA Releases Latest County Metrics: Numbers Going Down Again

The latest OHA county report, showing weekly increases/decreaIses in COVID spread for each county and for the state as a whole, was released on Monday. It shows the latest case counts, including the week that ended Sunday, November 7.

The report shows our statewide infection rate has once again started to decline, while test positivity rates has gone down to its lowest level in months (6.4%).  Most individual counties, including Multnomah County, rose last week, including both in infection rates and positivity rates.

Multnomah and Clackamas Counties now remain firmly in the “High Risk” category, while Washington County rose only slightly and remains close to the “Moderate Risk” threshold. (Unlike Multnomah and Clackamas, which saw their test positivity rates increase, Washington’s test positivity rates continued to decline last week.)

Despite these increases, the state as a whole (and nearly every county) remain lower than they  were two or three weeks ago.  The overall long-term trend still seems to be downward, confirming the ongoing retreat of the delta surge of August and September.  That’s in line with what the OHSU and OHA forecasts have been predicting.

 

Weekly COVID Data and Outbreaks Reports Released: Fewer COVID Cases, But More Hospitalizations and Deaths

OHA’s COVID-19 Weekly Report, released yesterday, is a mirror image of last week’s report: we see a decrease in daily cases and an increase in hospitalizations and a big increase in the number of deaths.  However, we need to add an asterisk to the big increase in deaths:  as I mentioned in last week’s newsletter, this increase is a result of ongoing data reconciliation of COVID-19-related deaths that primarily occurred from May to August 2021,

Highlights of the Data Report, which covers the week from Monday, Nov. 1 through Sunday, November 7th:

  • 6,643 new cases of COVID-19 last week. That represents a 16% decrease from the previous week and the fewest since the last week of July.
  • The number of COVID cases continues to be lower in counties with higher vaccination rates. It is lowest in the five counties where the vaccination rates were more than 70%.
  • There were 378 new COVID-19 hospitalizations, up from 313 last week.
  • There were 243 reported COVID-19-related deaths, up from 82 reported the previous week. (But see the note above.)
  • There were 135,539 tests for COVID-19 for the week of Oct. 31 through Nov. 6, up from 130,325 the previous week.
  • The percentage of positive tests was 6.4%, down from 7.4% the previous week.

Today’s COVID-19 Weekly Outbreak Report shows 76 active COVID-19 outbreaks in senior living communities and congregate living settings, down by 11 from the previous week.

Oregon’s 4,702nd COVID-19 related death is an 82-year-old man from Deschutes County who tested positive on Aug. 20 and died on Sept. 3 at his residence.

Oregon’s 4,703rd COVID-19 related death is a 97-year-old man from Lane County who tested positive on April 20 and died on Sept. 3 at his residence.

Oregon’s 4,704th COVID-19 related death is a 48-year-old man from Multnomah County who tested positive on Sept. 1 and died on Sept. 1 at his residence.

Oregon’s 4,705th COVID-19 related death is an 87-year-old woman from Clackamas County who tested positive on Aug. 29 and died on Sept. 7 at Providence Portland Medical Center.

Oregon’s 4,706th COVID-19 related death is an 85-year-old woman from Benton County who tested positive on Aug. 24 and died on Aug. 25 at her residence.

Oregon’s 4,707th COVID-19 related death is a 37-year-old woman from Multnomah County who tested positive on Aug. 28 and died on Aug. 28 at her residence.

Oregon’s 4,708th COVID-19 related death is a 90-year-old man from Linn County who tested positive on Oct. 19 and died on Oct. 27 at his residence.

Oregon’s 4,709th COVID-19 related death is an 87-year-old man from Douglas County who tested positive on Sept. 27 and died on Oct. 15 at his residence.

Oregon’s 4,710th COVID-19 related death is a 91-year-old man from Multnomah County who tested positive on Jan. 13 and died on Aug. 30 at his residence. The death certificate listed COVID-19 disease or SARS-CoV-2 as a cause of death or a significant condition contributing to death.

Oregon’s 4,711th COVID-19 related death is an 81-year-old man from Multnomah County who tested positive on Aug. 10 and died on Aug. 15 at Providence Portland Medical Center.

Oregon’s 4,712th COVID-19 related death is a 50-year-old man from Curry County who tested positive on Aug. 20 and died on Aug. 26 at Curry Medical Center.

Oregon’s 4,713th COVID-19 related death is a 57-year-old man from Jackson County who tested positive on July 18 and died on Aug. 27 at Providence Portland Medical Center.

Oregon’s 4,714th COVID-19 related death is a 79-year-old woman from Marion County who tested positive on Aug. 18 and died on Sept. 6 at her residence.

Oregon’s 4,715th COVID-19 related death is an 84-year-old man from Douglas County who tested positive on Oct. 5 and died on Oct. 9 at his residence.

Oregon’s 4,720th COVID-19 related death is a 64-year-old woman from Coos County who tested positive on Nov. 6 and died on Nov. 9 at PeaceHealth Sacred Heart Medical Center at Riverbend.

Oregon’s 4,721st COVID-19 related death is a 69-year-old man from Clackamas County who tested positive on Oct. 13 and died on Oct. 28 at his residence.

Oregon’s 4,722nd COVID-19 related death is a 92-year-old woman from Benton County who tested positive on Oct. 28 and died on Nov. 9 at Salem Hospital.

Oregon’s 4,723rd COVID-19 related death is a 95-year-old woman from Benton County who tested positive on Oct. 22 and died on Nov. 5 at Salem Hospital.

Oregon’s 4,724th COVID-19 related death is a 93-year-old man from Douglas County who tested positive on Oct. 7 and died on Nov. 7 at his residence.

Oregon’s 4,725th COVID-19 related death is a 62-year-old man from Tillamook County who tested positive on Aug. 16 and died on Sept. 5 at Portland VA Medical Center.

Oregon’s 4,726th COVID-19 related death is an 84-year-old man from Multnomah County who tested positive on Oct. 21 and died on Oct. 28 at Legacy Good Samaritan Medical Center.

Oregon’s 4,727th COVID-19 related death is a 74-year-old man from Marion County who tested positive on Nov. 2 and died on Nov. 9 at Salem Hospital.

Oregon’s 4,728th COVID-19 related death is an 89-year-old woman from Marion County who tested positive on Oct. 31 and died on Nov. 8 at Providence Medford Medical Center.
