I hope that you and your loved ones are doing well, staying healthy, and looking out for your neighbors and friends during this past week.

This is the follow-up to Wednesday’s newsletter.  (I wasn't able to work on it yesterday.) It includes the usual Friday-to-Thursday numbers and information about the deceased, yesterday’s Breakthrough report, this week’s OHSU forecast (as you’ll see, it’s now combined with the OHA forecast), and a few news updates). You’ll also find the link to the next constituent coffee (a week from tomorrow).  And a special welcome! 

As you’ll see in tonight’s week-over-week numbers, COVID cases are continuing to decline around the state..  The same is true of hospitalizations.  COVID deaths are also beginning to come down.

THURSDAY’S CORONAVIRUS AND CORONAVIRUS RESPONSE UPDATE

  • New COVID Cases: OHA reports 1,116 new COVID cases today (vs. 1,407 last Thursday). That’s an average of 1,091 per day for the 7 days since the last newsletter (vs. 1,206 per day the previous week). The cumulative number of cases in Oregon since the beginning of the pandemic is 363,648.
  • Variant COVID Cases:
    • OHA is now showing us not only this week’s variant cases but the growth of the different variants in Oregon over time. You can see in the graph above just how the Delta variant has come to dominate cases here in Oregon.  It is updated every Wednesday.
    • OHA’s Variant Dashboard provides current and new variant case numbers for the state as a whole but also for different parts of the state. It too is updated each Wednesday.
  • Positive Test Results: OHA reported 1,127 positive test results today (vs. 1,669 a week ago). That’s an average of 1,374 per day for the seven days since the last newsletter (vs. 1,359 per day the previous week). The cumulative total of positive test results since the beginning of the pandemic is now 497,471.
  • Total Tests: OHA reported an additional 15,021 tests today (vs. 24,903 a week ago). That’s an average of 18,114 per day for the seven days since the last newsletter (vs. 20,729 for the previous week). Our cumulative total of reported tests is 7,508,904.
  • Positivity Rate: The test positivity ratio for Oregon today was 7.5% (vs. 6.7% a week ago). That’s an average of 7.5% per day for the seven days since the last newsletter (it was 7.4% per day for the previous week). 
  • Hospitalization Information:
    • Patients Currently with Confirmed COVID-19: 518 (49 fewer than last newsletter)
    • ICU Patients Confirmed w COVID-19: 123 (10 fewer than last newsletter.)
    • Confirmed COVID-19 Patients Currently on Ventilators: 62 (7 fewer than last newsletter)
    • Available Ventilators: 872 (31 more than last newsletter).
  • Hospital Capacity:
  • Deaths: I’m sorry to report 24 additional COVID deaths today (vs. 40 last Thursday).  That’s an average of 12 per day for the week since the last newsletter (vs. 19 per day the previous week).  The total number of COVID deaths in Oregon is 4,358.
  • Vaccinations:
    • Today, OHA reported that 22,564 doses of COVID-19 vaccinations were added to the state immunization registry on Oct. 27. Of this total, 12,132 were administered on Oct. 27: 1,249 were initial doses; 904 were second doses and 9,926 were third doses and booster doses. The remaining 10,432 were administered on previous days but were entered into the vaccine registry on Oct. 27. 
    • The most recent’s seven-day running average is 9,309 doses per day (a decrease from last week’s 10,301).
    • 3,273,879 Pfizer/Comimaty vaccines
    • 1,971,906 Moderna vaccines
    • 223,943 Johnson & Johnson vaccines
    • Total Oregonians vaccinated so far: 2,810,730 (up by 17,136 from last week)
      • 2,580,142 now fully vaccinated with two doses (up by 16,661)
      • 68.2% of all Oregonians have received at least one dose (20th in the nation)
        • 80.1% of those 18 and older
        • 78.7% of those 12 and older
        • 92.7% of those 65 and older
  • 62.7% of all Oregonians are now fully vaccinated
    • 73.8% of those 18 and older
    • 72.4% of those 12 and older

Additional Brief Updates and Links

  • As expected, today the full FDA approved a reduced dose of the Pfizer vaccine for children ages 5-11, with full emergency authorization expected next week from the CDC. Here's reporting from the Associated Press and from the New York Times.
  • Today the U.S. Supreme Court blocked an effort to overturn Maine’s requirement that health care workers be vaccinatedagainst the coronavirus notwithstanding their religious objections.
  •  Here's a national look at who’s developing breakthrough cases.  
  • The CDC released a report late this afternoon showing that Immunity acquired through vaccination protects people better from coronavirus infections than natural immunity spurred by a previous infection.   • Here’s an interesting twist on the question of how much protection derives from prior infection. A Swedish physician asks us to consider the value of  "hybrid immunity, the result of a vaccine being given to someone who has already been infected.  It appears to be considerable.

  • A national survey by the Kaiser Family Foundation shows that approximately 5% of American workers have quit their jobs rather than be vaccinated.
  • Parents who do choose to have their children vaccinated will of course have to anticipate a problem that’s not unique to COVID vaccines: fear of needles. Here's some advice from various experts on how to help them through the experience.

Welcome Sierra!!!

As some of you know, Logan Gilles, my legislative staffer for many, many years, has moved to another position, a very good one.  He’s been such a great comrade, colleague, and partner for me, for the residents of HD 45 and SD 23, and for everyone working in the Legislature!  We all owe him a great deal of thanks.

But one of his final contributions was to help me find and hire his replacement, and the result has been an excellent one.  My new Chief of Staff, Sierra Pryor, began on Monday, and in the mad dash to the February session (yes, it has begun, believe it or not), she’s already proving her considerable ability.

Sierra has worked in the Legislature in the past, but most recently her work has been in Public Health policy. (Her Masters’ Degree is in Public Health.) She’ll certainly be helping me with health-related issues, but her portfolio will be quite broad, and she’ll be our first point of contact for constituents needing the office’s help.  I know you’ll enjoy working with her.

 

Share of Breakthrough COVID Cases Increases, Severe Cases Still Limited

OHA’s most recent update on COVID-19 breakthrough cases, released yesterday, found that 27.9% (2,156) of the 7, 723 reported COVID-19 cases between Oct. 17 through Oct. 23, occurred in people who were vaccinated. This is an increase from last week’s reported 23.5%

The latest breakthrough report can be found here. 

The average age of the breakthrough cases during that period was 48. Sixty-nine breakthrough cases involved residents of care facilities, senior living communities or other congregate care settings. This is 34 more than last week’s 35.

Cases of COVID-19 are far more common in unvaccinated people. The report shows that the rate of COVID-19 in unvaccinated people is currently four times higher than in vaccinated people. 

To date, just 4.4% of all vaccine breakthrough cases have been hospitalized and 1% have died. The average age of vaccinated people who died was 80. 

 

OHA Now Using OHSU Forecast--Shows a Slowdown in the Decline of Hospitalizations

Starting today, OHA will be linking to the Oregon Health & Science University COVID Forecast Model. It predicts the number of persons who are susceptible to being infected, who are actively infected or who have recovered at any previous time. OHSU uses statewide data provided by OHA.

The current OHSU report, published Oct. 28, uses data provided by OHA and others that project how fast the virus may spread in the population and provides projections on possible outcomes, including infection rates and impacts on hospital capacity.

The latest report predicts a slowing in the decline of hospitalizations due to fatigue over the public health protocols that are effective in stopping the spread of COVID-19. According to the OHSU report, this isn’t expected to generate a surge, but that risk remains. Fortunately, mask-wearing remains high in Oregon, and that is helping. (The current rate is estimated to be 90% among the vaccinated and 58% among the unvaccinated.)

Indoor restaurant and bar visits increased slightly for the vaccinated to 30%, nearly equivalent to the rate for unvaccinated.

The newest report also projects that the anticipated approval by federal agencies and the Western States Scientific Safety Workgroup of pediatric vaccine for children ages 5 through 11 would help decrease COVID-19 transmission.

Note From OHA: Oregon’s 2,768th and 2,518th COVID-19 related deaths, reported on June 29 and May 7 respectively, were identified to be the same person. Because of this update, we are renumbering our reports to start with 4,284 today.

Due to an unexpected issue with the server that hosts Opera, the COVID-19 case database, Opera was down from 6 p.m. on Oct. 22 through 9 p.m. on Oct. 23. Case counts from Oct. 22 and Oct. 23 are lower than expected. We may see an increase in the total number of cases reported tomorrow, as local public health authorities work through a backlog of cases today.

Oregon’s 4,312th COVID-19 related death is a 63-year-old man from Marion County who tested positive on Sept. 29 and died on Oct. 22 at Salem Hospital.

Oregon’s 4,313th COVID-19 related death is a 41-year-old man from Union County who tested positive on Oct. 19 and died on Oct. 25 at St. Alphonsus Regional Medical Center.

Oregon’s 4,314th COVID-19 related death is a 97-year-old woman from Umatilla County who tested positive on Oct. 2 and died on Oct. 23 at Legacy Meridian Park Medical Center.
