Dear Neighbors and Friends,

I hope that you and your loved ones are doing well, staying healthy, and looking out for your neighbors and friends during this past week.

I’m sending this newsletter out a little early, as I won’t be able to work on it tomorrow.  As you’ll see, there are already plenty of articles for me to include in the links, and a couple of the OHA reports to share.  I also wanted to get a reminder about the Bike Town Hall out to you.

You’ll see from the County report, the latest forecast, and the weekly report that the delta surge has abated and the infection numbers are beginning to improve.  Compliance with the mask mandates, at least in the more densely-populated parts of the state, appears to be relatively high and helpful. Still, as OHSU’s chief numbers-cruncher tells us, hospital ICUs are going to continue to be stressed for at least another month.

Unfortunately, the uptick in new vaccinations that we were seeing a couple of weeks ago has also abated.  We’ll see if the new federal mandates lead to a return to increasing vaccinations, which our medical advisors from the CDC, OHA, OHSU, and other hospital systems tell us is the key to long-term suppression of the current and future variants of the COVID virus. 

I’ll send out an update on Friday with the latest COVID numbers.  I’ll also be able to give you detailed information about Monday’s Redistricting Special Session.  By then I’ll be able to share with you the final proposals that will be going to Legislative Counsel for drafting tomorrow. 

By the way, along with the proposed maps that came in from the public, the committees were able to hear zoom testimony from 520 Oregonians, along with 1,457 pieces of written testimony.  Thanks to all of you who took the time to help inform the process!

THIS SATURDAY: BIKE TOWN HALL!!!!

After a year off due to last year’s COVID restrictions, we are bringing back our annual bike town hall, which the legislators from HD 45 (Smith Warner), HD 46 (Pham), and SD 23 (yours truly) have been doing since I first entered the Legislature in 2009.  The bike ride itself is slow and leisurely, punctuated by a number of stops to hear about local projects and priorities. 

This year will focus on the many changes that will come about as a result of the $150+ million investment that will be going into 82nd Avenue and its environs.  We’ll be hearing from different transportation, school, and community advocates.  It will be pretty exciting.

As always, the event is made possible thanks to great support from PBOT (Portland Bureau of Transportation), and especially from Greg Raisman, the Livable Streets Program Coordinator.

The bike town hall will be on Saturday morning, September 18.  We’ll be meeting at Montavilla Park (NE 82nd and Glisan) at 9 a.m. and then traveling on side streets for the next few hours.  And yes, e-bikes and scooters are welcome!

By the way, masks will be optional while you’re riding, but we will want you to wear your mask at the information stops when people are gathered together.

There may be some rain on Saturday, so be prepared for that as well.  They're predicting 1/4 inch for the day, so it should be relatively light.  

You don’t need to register in advance for the bike town hall.  Hope to see you for all or part of it!

  • Portland Public Schools is maintaining a  COVID dashboard with up-to-date statistics on the number of students and staff “isolated” (i.e., testing positive) for COVID and the number currently “quarantined” (i.e., came into contact with someone positive). It breaks these data down by school and whether the exposure appears to have occurred at school or on the outside. 
  • We’ve reached a new (unfortunate) milestone in the pandemic:  one in every 500 Americans has now died of COVID-19. That’s a national average, and it varies by state. You’ll see that fortunately Oregon’s numbers are much better (we’re tied with Utah at fifth from the bottom at one-in-1200). It also varies by race and ethnicity, with BIPOC Americans seeing much higher death rates everywhere.

  • Last year thousands of adults in federal custody were released to halfway houses or home supervision in order to reduce crowding and exposure to COVID. These were temporary releases, mostly involving elderly and medically fragile inmates incarcerated for nonviolent offenses.  Most of those who have been living at home with ankle bracelets will eventually have to return to prison under orders created under the previous administration. The Biden administration is being asked to give them a second look. Here's more.

Newest COVID-19 Modeling Report Sees Continued Decline in Transmission

Last Friday OHA released its latest COVID-19 forecast, showing a projected decline in daily cases and hospitalizations through late September.

According to the report, the effective reproduction rate — the expected number of secondary cases that a single case generates — was estimated at 0.88 on Aug. 25, projecting a decline in the estimated growth of new cases and hospitalizations over last week’s modeling scenario.  At this rate, the number of new cases will continue to decline. (An Re of 1.0 indicates one new transmission for each existing infection.)  Last week’s Re estimate was 1.17, and the estimate for early August was 1.56. 

We can thus see that the surge is abating.  In part this is due to steps Oregonians are taking to reduce their exposure.  In part it’s due to the fact that the number of uninfected (or unvaccinated) Oregonians is reducing.

At the 0.88 level of transmission, the report estimates 490 cases per 100,000 people, or an average of 1,460 daily cases and 80 hospitalizations for the two-week period between Sept.15 and Sept. 28.

The report proposed an alternative less-optimistic scenario factoring in assumptions around the impacts of reopening schools and many public events scheduled during the month of September. In that scenario, new cases are estimated at 635 per 100,000 people, or an average of 1,910 cases and 107 hospitalizations over the same period.

This scenario is also a decrease from earlier forecasts but a more gradual one.  In either case, we will likely continue to see high numbers of hospitalizations and deaths for a while.

 

OHA Releases Latest County Metrics: Not Much Change Overall

Though it’s no longer assigning risk levels to counties, OHA is still reporting weekly increases/decreases in COVID spread for each county and for the state as a whole.

As you’ll see in the report, not much has changed overall.  The drops that we were starting to see last week in both statewide infection rate and positivity rate have stalled, and we see a slight increase in both.  Both remain in the “Extreme Risk” range.

Every county remains at a level that the CDC considers High Risk or Extreme Risk. Benton County is now the county with the lowest infection rate, followed closely by  Multnomah and Washington County. (Last week, by the way, Washington County became the first county in Oregon to see 80% of its adult residents vaccinated.) The county with the highest rate is again Douglas County.

Weekly COVID Data and Outbreaks Report Released: Increases Continue

The Oregon Health Authority’s COVID-19 Weekly Report, released today, shows decreases in daily cases, hospitalizations and deaths.  

  • OHA reported 12,997 new cases of COVID-19 during the week of Monday, Sept. 6 through Sunday, Sept. 12. That represents an 11% decrease from the previous week. This follows last week’s 3% decline.
  • There were 592 new COVID-19 hospitalizations, down from 1,028 last week. That marks the first drop in nine consecutive weeks of increases. While the number of new hospitalizations has decreased, this hospitalization number does not account for people who remain hospitalized from previous weeks. Unfortunately, COVID is keeping people in hospital and in ICUs longer than other illnesses.
  • There were 120 reported COVID-19 related deaths, down from 171 reported the previous week. It was the first decrease in the weekly death toll after six weeks of increases. 
  • There were 149,123 tests for COVID-19 for the week of Sept. 5 through Sept. 11, a slight increase from last week. 
  • The percentage of positive tests increased to 12%. This is a sign that we’re still not testing enough.

Today’s COVID-19 Weekly Outbreak Report shows 182 active COVID-19 outbreaks in senior living communities and congregate living settings, a slight decrease from last week.

Oregon’s 3,456 COVID-19 death is a 68-year-old woman from Jackson County who tested positive on Aug. 24 and died on Sept. 12 at Asante Rogue Regional Medical Center. She had underlying conditions.

Oregon’s 3,457 COVID-19 death is an 81-year-old man from Jefferson County who tested positive on Sept. 9 and died on Sept. 10 at his residence. Presence of underlying conditions is being confirmed.

Oregon’s 3,458 COVID-19 death is a 69-year-old woman from Josephine County who tested positive on Sept. 4 and died on Sept. 11 at Asante Three Rivers Medical Center. Presence of underlying conditions is being confirmed.
