With the economic forecast officially completed, it looks as though Oregonians are going to receive back a record breaking $1.9 billion thanks to the state constitutional amendment known as The Kicker.
Though it has been around since 1980, The Kicker has only been protected by the constitution since it was adopted by the voters as a constitutional amendment I created in 1999. The Kicker works in a simple manner. If Oregon brings in at least 2% more tax revenue than it budgeted for, that excess money is returned to taxpayers proportional to how much tax they paid. This has returned over $5 billion dollars to Oregon taxpayers.
I firmly believe that your money is better in your hands than the government, and that government should only have the absolute necessities needed to function in it's role of serving the people.
