HB 2247:
Signed by House Speaker
and Senate President
HB 2247 - Allows the County Commission to adopt an ordinance to waive interest on delinquent property taxes if it can be shown that delinquent property taxes are substantially due to the impacts of the pandemic or 2020 wildfires.
Important points about this bill:
- It’s permissive. County commissions can either adopt this ordinance or they can choose not to.
- It’s temporary. It applies only to one property tax year, the 20-21 tax year.
- It’s needed. Many of our constituents lost residences, rents, or business income due to either wildfires or the pandemic.
Some of the other technical aspects of this bill include:
- The bill is narrowed down to apply to only property owners who were current through Feb 2020 (eliminates chronic late payers).
- We are late enough now in the tax year that the only people for whom this bill would apply are those who are truly the intended recipients.
- This bill does not absolve the property owner from paying the back tax, just the interest penalty.
- The bill requires a report to Legislative Revenue on revenue impacts to the counties so that they can be tracked.
The House Speaker signed it June 22 and The Senate President signed it today - June 25 - enrolled.
Almost to the finish line. Stay tuned by checking for update here.

HB 2021: More Burden on
Struggling Oregonians

June 25 - The Oregon House Dems pass HB 2021 through.
This session House Republicans have pushed for only focusing on bills that address immediate concerns related to the pandemic, natural disasters, education and restoring jobs. Raising the cost of living for people still struggling to recover is the wrong direction.
Hiking electricity costs and exposing Oregon families and businesses to rolling blackouts will change the landscape of our state to something more like California.
This bill is likely to make the state’s energy grid unreliable. We must ask ourselves if we are prepared to take on the infrastructural consequences of such a policy. Texas continues to struggle with power grid infrastructure.
“We should not be raising electricity costs for Oregonians while making our energy grid less reliable,” said House Republican Leader Christine Drazan (R-Canby). “HB 2021 will hike electricity costs and expose Oregon families and businesses to rolling blackouts like we see in California. We shouldn’t be pushing this through a closed-door legislative session and ignore serious concerns from the public and key stakeholders. Oregonians cannot afford to pay more for less reliable electricity.”
