Rental and Landlord Assistance

Representative Andrea Salinas

Dear Friends and Neighbors,

I’m reaching out to share some critical information that could greatly benefit those who are facing financial hardship during this pandemic. Oregon is now accepting applications for a program that delivers direct relief to those struggling to pay their rent and utilities, and will be reopening another program on June 1 that delivers direct relief to landlords struggling to pay their mortgage due to tenants inability to pay their rent.

It’s important that we share this information far and wide within our communities because we know the need for this assistance is great. As an added incentive, our state has the opportunity to receive further funding if we can utilize all of the current available funds.

Please forward this message to as many community groups, neighbors, friends, etc. that would be interested in this information. Thank you for joining me in ensuring our neighbors, friends, and fellow Oregonians get the assistance they need through these hard times. Find more detailed information below.

Sincerely,

Oregon Emergency Rental Assistance Program

Assistance for tenants is available now through the Oregon Emergency Rental Assistance Program (OERAP) for most Oregon residents and will distribute $204 million in federal funding. This program can help with rent or utilities payments for low-income households. Eligibility includes households at 80% of Area Median Income or less, and which have experienced a financial hardship.

Unlike the Landlord Compensation Fund, OERAP can cover current and future rent, in addition to past rent. For more information on the program and eligibility, visit the OERAP website. To apply, follow this link.

Oregon's Landlord Compensation Program

The third round of the Landlord Compensation Fund, which provides relief to residential landlords who have been unable to collect rent due to tenant hardships, will reopen on June 1. The program covers 80% of past due rent – (April 2020 – now) for tenants with a signed declaration of financial hardship if a landlord agrees to forgive the other 20%. The first round helped more than 1,900 landlords and will cover rental debt for approximately 12,000 tenants.

If you are interested in applying for the third round, please see this checklist and visit the Landlord Compensation Fund website for more information.
