REVENUE FORECAST: A Kicker for Oregonians?

Dick Hughes explains the kicker, thanks Dick!

About the kicker: The 1979 Legislature created the kicker to prevent state budgets from ballooning when the Legislature had unexpected revenue. If state revenue for a two-year budget period exceeds projections by at least 2 percent, all the unexpected revenue is rebated to taxpayers.

If a forecast is too conservative, a kicker could result. On the other hand, state agencies and schools might face cuts during the biennium if a forecast proved overly optimistic.

Liberal Democrats and their allies have sought for years to dump or reform the kicker, saying it disproportionately benefits the well-to-do.

Technically, that is not true. Under the kicker, the percentage of taxes rebated stays the same for every taxpayer. That is, it’s proportional. Taxpayers who have a larger tax liability thus get a larger rebate in terms of dollar amount.

The kicker amount won’t be determined for several months, but it currently is estimated at 13.6% of a person’s or household’s tax liability for 2021.

RENTAL ASSISTANCE PROGRAM

Oregon Rental Assistance

 

Beginning May 19, 2021, qualified renters who have experienced financial hardship due to the coronavirus pandemic, and are at risk of homelessness or housing instability, may apply for the Oregon Emergency Rental Assistance Program (OERAP). This program is not a loan, which means those who receive assistance will not have to pay back funds so long as they are used as approved and not duplicating other assistance programs. Assistance is offered to all eligible renters regardless of their citizenship or immigration status, and it will not impact the recipient’s eligibility for other federally funded programs such as food stamps, Medicaid, Medicare, social security, WIC or public housing.

AFTERSCHOOL AT THE BOYS & GIRLS CLUB!

FROM THE BOYS & GIRLS CLUB OF ALBANY:

We have received a little glimpse of normalcy when members returned to school on April 26th. Since our members have been back to school, the Boys & Girls Club has moved back to running our fun activities and programs. We have been able to use our more traditional areas again such as the Tech Lab, Art Room, and Education Room. With our members being on their computers a lot over this last year schooling, one of our staff members wanted to run a program that focused on internet safety.

NetSmartz is a Boys & Girls Club of America created program that helps to teaches members how to stay safe while online and to recognize what sites to engage in. We are excited to get back to our niche of after-school fun and to see our smiling members walking through the doors after a day at school.

RESTAURANT OWNER ASSISTANCE

Linn County Commissioners Roger Nyquist, Sherrie Sprenger and Will Tucker have extended the deadline for restaurant owners who wish to apply for financial assistance due to the COVID19 pandemic and state guidelines until May 28.

This week we will have the following vaccination clinics:

Tuesday, May 25th 5pm to 8pm - (Moderna) NEW 300 1st Doses and 2nd Doses

You must be at least 18 years old for Moderna

Wednesday & ​Thursday, May 26th and 27th 9am-5pm - (Pfizer & Moderna) Both 1st Doses and 2nd Doses

Youth vaccinations: To receive the Pfizer vaccine, youths must be at least 12 years old - Parent consent will be required.

You must be at least 18 years old for Moderna

Walk Ins are Welcome

CONGRATULATIONS RACHELLE BELL!

Central Elementary 3rd Grade teacher Rachelle Bell was named Linn Benton Lincoln’s 2022 Regional Teacher of the Year! Ms. Bell wins a $500 cash prize and is in the running for Oregon’s 2022 Teacher of the Year, to be announced this fall, as one of 16 regional winners.

“Ms. Bell is an exemplary educator who recognizes the immense learning potential of all students regardless of their ability or diverse backgrounds,” Central Elementary Principal Julia Bradley said. “She builds relationships with students while engaging them in tasks that are rigorous, engaging, creative, interactive and motivating. Her passion for teaching and dedication to students and their families is unmeasurable. Ms. Bell is truly a candle that sparks life into every student’s heart.”

The new mural at Fish of Albany

 

Fish of Albany, Inc. is a non-profit organization providing emergency and crisis services to persons and families in need. Fish is a cooperative effort begun in 1973 by civic leaders and churches. Over the years, Fish programs have assisted with clothing, transportation, medicine, food and shelter.  The organization is run by volunteers and funded by local churches, United Way of Linn County, private donations and foundation grants.  The number of persons served by Fish annually increased from 4,968 in 1981 to over 27,800 in 2013 and continues to grow.

BE THE MATCH

BTM Norlander

 

About 7 years ago Michael Norlander (with Albany Oregon Police Department) signed up for Be the Match. He got a call about two months ago inquiring if he was still interested and would be willing to do additional testing. He moved forward with the testing and turns out he was the best candidate! Michael did 5 days of at home injections to boost his white Blood cell count. Him and his wife drove to Seattle for a quick trip so he could donate his blood. The process for him took about 4 hours for his donation. All they know at this point is his plasma will be going to a 64 year old male with acute myeloid leukemia.

Michael and his wife say: “We’re praying hard for you (whoever you are) and hope that this helps!”
