National Police Week honors the service and sacrifice of officers who have died in the line of duty and those who continue to serve.

We recognize Albany Oregon Police DepartmentLinn County Sheriff's Office Oregon State Police Benton County Sheriff's Office for their service and commitment to our communities.

In 1962, President Kennedy proclaimed May 15, as National Peace Officers Memorial Day and the calendar week in which May 15 falls, as National Police Week.

Today, May 15, help me to remember all the families whose sons & daughters were added to the memorial wall.

LANDLORD COMPENSATION FUND: ROUND 2

LCF Round 2

 

Round Two of the LCF program will open to accept applications from April 29th, 2021 at 10 am through May 17th, 2021 at 5pm. This program is not first-come, first serve, and applications will be open until May 17. This application round will include $70 million in assistance covering rent-owed by eligible tenants that was accrued from April 2020 through May 2021 rent collections.

EMPLOYER TAX AND TAX CREDIT

Serving on the House Committee on Business and Labor, I am very aware of the issues and negative impacts on business owners in Oregon, due to the pandemic shutdowns. I have been part of many conversations with community leaders, committee members, and organizations about the issues. One of the concepts gaining a lot of attention and support was HB 3389. It made sense and helps a lot of Oregon businesses.

HB 3389 passed out of the House, it is now in Senate Business and Labor Committee with a Work Session scheduled May 18.

Should HB 3389 pass through the Senate B&L Committee and subsequently enrolled, this unemployment tax relief will essentially take effect next year. The process how employers will be notified, is TBD and rule notifications will follow.

While we watch HB 3389, Currently employers are eligible for a one-time tax deferral.

IRS COVID TAX CREDIT FOR EMPLOYERS

The American Rescue Plan includes a paid leave tax credit for certain businesses who provide their employees with paid time off used to get the COVID-19 vaccine and recover from any side effects. The tax credit offsets the cost for businesses and nonprofits with fewer than 500 employees—nearly half of all private sector employees in America—between April 1 and September 30, 2021.

The IRS has compiled this fact sheet, which includes eligibility criteria, details about the tax credit and how to claim it.

MEUC Program Launched

Mixed Earner Unemployment Compensation (MEUC) benefit program. MEUC provides an additional $100 weekly benefit for claimants who receive a W-2 AND have self-employment income. MEUC benefits are available to eligible claimants from Dec. 27, 2020 through the week ending Sept. 4, 2021

The Linn County Public Health Department will hold COVID-19 vaccination clinics at the Albany Farmers Market from 9 a.m. to 1 p.m. on Saturday, May 15, and Saturday, May 22.

The market is at 4th and Ellsworth in downtown Albany.

Walk-ins are welcome and no registrations are required.

Vaccinations are available for anyone 16 years of age or older. Must be 18 to receive the Moderna vaccine.

Linn County will again reach out to small businesses affected by Gov. Kate Brown’s recent actions to ban indoor dining at restaurants and bars due to the COVID-19 pandemic, commissioners Roger Nyquist, Sherrie Sprenger and Will Tucker agreed Tuesday morning.

The commissioners approved allocating $1 million in state or federal stimulus funds expected to arrive here next week. Board Chair Nyquist said he believes the funds need to be dispersed as soon as possible since small businesses are again facing the challenge of making payroll and paying taxes.

Last fall the board — working with the Albany and Lebanon chambers of commerce —dispersed almost $1.6 million to about 140 small businesses. “We are now in that same situation,” Nyquist said. “Our priority should be getting money to them as quickly as we can.”

Nyquist said there is no “need to reinvent the wheel” when it comes to the application process. Business owners can apply through the two chambers of commerce and if their application is approved, a check could be cut by County Treasurer Michelle Hawkins the same day.

Linn County expects the money will be backfilled by the state, but the Legislature has not released funding and the county also expects to receive about $12 million in federal stimulus funding next week
