February is Black History Month, and I would like to take a moment to remember the late Senator Jackie Winters, who was the first African American Republican to ever serve in the Oregon Legislative Assembly, and, in 2017, when she was elected Senate Republican Leader, the first Black legislative leader in our state. Her legacy of bipartisan leadership and dedicated public service should inspire every single Oregonian! Though she passed away in 2019, her spirit and inspiration will stay with us forever.

I am serving as the Vice-Chair on the Senate Committee on Redistricting. Every decade, with the federal census, the Oregon Legislative Assembly must reassess Oregon’s legislative and congressional representation, in accordance with the change in population. This year, because of the impact of COVID-19, the census data will arrive later than the deadline to submit the redistricting plan. As such, we are working, on a bipartisan basis, to submit a plan that will ensure every Oregonian is granted the representation that they deserve. Because of the potentially contentious nature of this issue, I would like to encourage you to make your voice heard by submitting public testimony, particularly because this redistricting will result in new lines being drawn for the seats in Central Oregon. One area of bipartisan agreement is that the cost of prescription medication is simply too high. That is why this Legislative Session, during which I am serving as the Vice-Chair on the Senate Committee on Health Care, I am sponsoring Senate Bill 439, Senate Bill 457, and Senate Bill 560—all of which are aimed at markedly reducing this cost. As with the Senate Committee on Redistricting, I encourage each of you to submit public testimony whenever possible. Your voice can personalize this critically important issue and shape the debate.
