Look. We have a Highway Trust Fund here in Oregon. If the legislature is going to screw with it, then they should've figured it out before hand. Proponents of this bill say they have been working on this idea or legislation for years... yet it still continues to change with amendments... and there are still questions. Many questions. As it stands, this is a massive gas tax (MASSIVE) that the majority of the collection will all go to the Highway Fund. Which means this bill is unconstitutional.
AS A REMINDER... in 2017, the Transportation Package was passed, and by 2024 when all those taxes take effect, the state gas tax will be $.40/gallon.
ALSO AS A REMINDER... LCFS (Low Carbon Fuel Standard) is in effect, and looking like anywhere from $.17-.23/gallon by 2025.
This isn't an environmental bill. This is a money and power grab. And it appears the money won't be able to go where they want it to. Which it then gets litigated for years to come.
Enough is enough. My goodness. Do better.

Let’s be practical about this: Our “Amazon Prime” expectations of next-day delivery should not be applied to lawmaking. We have the opportunity to unleash the power of sequestration in our forests and our natural and working lands and lead the nation in a downward trend of carbon emissions. This short session is a scandal in the making, leaving out the real progress Oregonians have made in protecting the environment.

Friends in HD15 - Cap and Trade will be terrible for Oregonians across the state. In my most simplistic reason: a 35 day session is not near long enough to vet a bill that will change the economic structure of Oregon. My remonstrance yesterday - a snarky yet accurate explanation of the scheme called Cap and Trade. What if I wanted to use the government, not for the good of the people of Oregon, but for my own personal gain? If I tried my best, how could I ensure that I enrich myself and those closest to me by passing laws in the state legislature? I’ve got a plan to do just that...

WHEAT FACTS: •Oregon Wheat Growers League represent nearly 2,000 farms across Oregon that produce wheat. •Wheat is one of our State’s largest and most valuable crops and supports well over 5500 total jobs in Oregon. •Wheat is grown in 30 of Oregon’s 36 Counties and, with nearly 90% of our production going to export markets, it is one of Oregon’s most important export crops. •Wheat contributes hundreds of millions of dollars in direct and indirect value to Oregon’s economy, especially Oregon’s rural economy.

Michael Schellenberger, President of Environmental Progress, highlighted to members of our caucus that there are safe and efficient sources of alternative energy to power our grid while not raising the basic living costs of everyday Oregonians. Cap and Trade doesn’t have to be the only policy discussion proposed. There are many other ways to keep our greenhouse gas emissions low and keep everyday costs low too.
