February Legislative News

Raquel gavel

Last month I shared on a personal note “that I am looking forward to the legislating role, where I take part in final decisions - votes on the floor - on legislation developed by fellow members”.  I never thought that would include the honor of being addressed as “Madam Speaker”.  As part of my education on the various roles in the House, Rep. Paul Holvey, Speaker Pro-Tempore, has all new members preside over a floor session; a most humbling honor.

I also gave my first remonstrance (an earnest presentation of reasons for opposition or grievance) honoring the 100th birthday of Rotary of Salem can be viewed here https://www.dropbox.com/s/7o8zvco82k2iutw/Rep%20Raquel%20Moore-Green%2002-05-2020.mp4?dl=0.

Session News

This first week of the short – 35 days – of session has brought literally thousands of Oregonians to the state Capitol.  The people have expressed their opinions and concerns over potential legislation that will affect their business, their relationships with their medical care providers, their ability to protect themselves, and our ability as caring communities to meet the needs of those who cannot care for themselves due to mental and behavioral issues.  I anticipate that thousands more will continue to pour through the doors, along with the phone calls, and emails.  Constituent services are of the utmost priority in the HD19 office.

The volume of communication reflects the seriousness of the legislation currently in front of the 90 elected officials who compose the House and the Senate.  Two of the committees on which I have the honor to serve – Judiciary and Health Care – have a similar mantra while we listen to testimony – we are running out of time.  We will roll this bill over to our next meeting.  We have run out of time for testimony.  The short session was not designed to make legislative decisions on issues that are complicated – medical service providers, insurers, customers, pharmaceuticals – with multiple components that affect ALL Oregonians from the far reaches of Astoria to Fields, Brookings to Joseph.  Nor was it designed to address the volume of legislation – for my three committees a combination of 42 pieces of legislation.

This short session shortchanges all Oregonians.  As your state representative I want you to know that I will not shortchange you – the constituents of HD19.  Being part of a process that inhibits us to produce outcomes that have been fully vetted, with intent, and clarity challenges all 90 members.

Thank you for engaging with your state government.  Please know my door is always open and my staff, Pam McClain, Lena Prine, and I welcome your participation.

All my best, rmg
