Hello Friends,
I hope this Newsletter finds you and yours very well. Good luck to our youth that have gone back to school (our adults too) and I wish you a safe, successful, encouraging and uplifting academic year!
It is a honor and privilege to work for you as your State Representative for House District 1; encompassing Brookings-Harbor to west Cave Junction, north to west Roseburg-Lookingglass and west, wrapping around Coos Bay, to Charleston, including all of our great communities, industries and their residents in between. For the 2019-21 Legislative Session I have been serving as the Chair of the Oregon Legislative Coastal Caucus, Co-Vice Chair of the Joint Committee on Carbon Reduction, House Committee on Agriculture & Land Use, House Committee on Natural Resources and Joint Ways & Means Sub Committee on Natural Resources. I also serve as the Co-Convener of the Sudden Oak Task Force, Co-Convener of the Maritime Workforce Development Task Force, Co-Convener of the Oregon Coast Trail, Governor's Opioid Epidemic Task Force, Oregon Delegate to PNWER (Pacific North West Economic Region), OCC (Oregon-China Council) Chair-Southern Oregon China Connection, and as a member of the Western Legislative Forestry Task Force.
I also served as the Co-Chair of the Wetland Regulation Workgroup with my colleague Representative Susan McLain. This Workgroup looked at three components of land use across our state including, Partial Assumption of the 404 Permit Program (HB 2436), Agriculture Channel/Ditch Maintenance (HB2437) and Wetland Mitigation and Mapping (HB 2438). I'm extremely proud of the collaborative efforts and work on these critical issues for Oregonians and their industries. As many of you already know, we were successful in passing two of our three Workgroup bills, HB 2436 and HB 2437. The Agriculture Channel/Ditch Maintenance Legislation specifically, will provide significant relief to our farmers and ranchers, protect watersheds and fish habitat. I again thank all of the stakeholders and my Co-Chair Representative Susan McLain for all of their great work for our residents. A Joint Press Release from Rep. We just completed the 2019 Legislative Session. As Sessions go, it was intense work, that was very fast paced the majority of the time. As a member of the superminority, we definitely had some losses, but we also had some wins. It has been good work that I take very seriously with roughly nine hundred floor votes.
As I stated earlier, we had some wins and some losses. As a legislator in the minority party, I was told by a number of legislators and staff, that my prior session experience, as well as my experience as a former County Commissioner, School Board member, my other prior public service and work in the Capitol, allowed me to, “hit the ground running for my district and constituents.” With thousands of bills this Session, my Chief of Staff Shelia and my Legislative Assistant Lexi, did amazing work and assisted me in hitting the ground running as well. I cannot thank the both of them enough for all of the time, effort and work they put in on our behalf.
We were also successful in securing almost $6 million dollars in bonding and funding for special districts and projects, including the Port of Port Orford, Sudden Oak Death treatment, Rogue River Sediment Study and the Curry Health Networks Brooking's 5th Street Clinic conversion adding an Emergency Department. I also have to add our work; with my colleague Rep. Clem and others, on increasing access and funding for our Farm to School Program in Oregon.

I want to thank my colleagues for their guidance, perspective and support, including former Representative Wayne Krieger, Former House Republican Leader Rep. Mike McLane and House Republican Leader Rep. Carl Wilson. It is a pleasure to work with dedicated legislators and I appreciate their work and that of their staff.
I also want to thank my colleague County Commissioners for their work and input in the legislative process. County Commissioners are incredibly important in the legislative process and I appreciate their engagement on the issues that impact our residents.
While a member of the minority party, let alone a member of the superminority, no piece of legislation moves without bipartisan support. I have, for the most part, appreciated my work with my colleagues, on both sides of aisle. Although we may disagree on issues, with our different views, principles and values, we can and move forward on other issues and legislation that benefit our constituents. This work was also accomplished without compromising the values and principles that brought me to the Legislature, and I appreciated the spirited discussions on various topics.
The bipartisanship within the Oregon Legislature is exemplified by the collaborative work of the Oregon Coastal Caucus. The Coastal Caucus is made up of the legislators who represent the districts of the Oregon Coastal areas of our state. The eight member caucus works hard for the residents of our coastal district communities, their residents and the industries that support them. Our coastal communities have their own unique strengths and issues, and we come together to address them for our constituents. I have thoroughly enjoyed the bipartisan work with my Coastal Caucus colleagues. I have appreciated their support and guidance as the Chair of the Oregon Coastal Caucus and I want to especially thank my Vice Chair Senator Johnson, for her mentoring and leadership. I also want to thank Senator Johnson's Legislative Assistant Whitney Padilla for her work in coordinating the Coastal Caucus meetings, Senator Roblan's Legislative Director for her work and coordinating the very successful Oregon Coastal Caucus Economic Summit and all of our Coastal Caucus Staff for their work and great efforts for our communities and their residents.We couldn't do our work for you without the exceptional work of our dedicated staff.
I know many of them get a bad rap in and out of the building, but I also want to thank the Lobby. I maintain an open door policy in the building, and discussed legislation with all members from our Agriculture to our Union Lobby, which kept my staff and I very busy. Although we may have agreed or disagreed on legislation, I appreciated their information and perspective. I feel that listening to all information; on thousands of bills, with arguments from both sides, allowed me to be best informed on the decisions I was making on your behalf. The dual perspective also enabled me the information needed to better debate an issue, either in committee, among colleagues, and on the House Floor. They were also extremely helpful in assisting me in testifying and discussing bills that I was supporting or opposing on your behalf and I appreciate their assistance.

Joint Committee on Carbon Reduction Co-Chair, Representative Power and myself; the Co-Vice Chair, during a Carbon Committee Hearing. We may disagree on different aspects of policy, but as you can see, we can agree to disagree without being disagreeable. Respectful relationships are critical and only by working together, can we build a better Oregon for all.
As you can see by my work for you in the building, I attempt to build consensus with all legislators and work across the aisle for comprehensive legislation that benefits my constituents, their communities, the businesses that support them and all Oregonians. I will continue to work on building bridges and fortifying that of which spans the urban/rural divide. This is a tenant of my work in the building, making sure urban Oregonians understand the value and values of our rural communities, their residents and urban Oregon's need for us to flourish and be successful. I will continue to advocate for our way of life and work towards solutions that benefit our residents and if consensus cannot be reached, oppose legislation that will harm the people, communities and industries of our District and Rural Oregon.

As news letters go, mine are pretty lengthy and descriptive. I put them together myself (so misspellings and grammar errors are my own) and I have a lot more to tell you about the '19 Session, regarding legislation that I would have like to have seen passed as well as legislation that passed that I opposed.
As the Co-Vice Chair on Carbon Reduction, I also have a lot of information regarding the Cap & Trade Bill (HB 2020-Click Here for the Bill) that ultimately failed this Session. I will have a future newsletter with this and other information. But here is some information on the legislation that you might not have. I encourage you to view my House Floor Speech on Cap & Trade as I lay out the timeline of the legislation, the lack of needed data and its impacts on Oregonians. I also drafted legislation; HB 3433 (Click Here for the bill) that moved out of committee but failed to pass the legislature. HB 3433 would have gathered needed data on carbon sequestration by our natural and working lands in this state as well as data on current emission legislation and its impacts on carbon reduction.

Our work this session continues to build upon the foundation laid by former Representatives Wayne Krieger, Walt Schroeder and their predecessors. We continue to strengthen and create solid relationships with residents, colleagues, industries and agencies to coordinate work for our communities, businesses and residents.
I again want to thank my colleague County Commissioners for their work, my legislative colleagues; on both sides of the aisle, for our bipartisan work, our agencies and the lobby for their coordination and information, and especially our residents for their input through the legislative process.
