Take the Year-Round Shelter Survey by March 15
We're inviting all community members to share their thoughts by taking the Year-Round Shelter Survey by March 15. Survey results and feedback from our spring 2023 stakeholder focus groups will inform:
- Shelter design & architecture
- Selection of a shelter operator
- Elements of the shelter's Good Neighbor Agreement
The City has selected a contractor and is now finalizing a Progressive Design-Build Contract for the shelter's design & construction.
- The contract pairs architects with a construction team to keep the project within budget based on real-time prices for labor and materials.
- Contractor selection will be announced soon.
Visit Engage Hillsboro to take the survey, see an updated project timeline, and learn more about the plans.
Tomorrow: One-Day Service Event By Project Homeless Connect

The event connects people experiencing homelessness with holistic care by bringing many services together — under one roof, for one day.
Now in Effect: Two Updates to Hillsboro's Public Camping Rules
-
City-owned properties where overnight camping may occur are closed for public use between 7 am and 7 pm to allow the sites to be fully cleaned during the day. This includes Block 67 in Downtown Hillsboro and the property in Northeast Hillsboro near the City’s Public Works building.
- In accordance with the Americans with Disabilities Act, the sidewalk access rule is updated to clarify that the three feet of space that must remain open for travel does not include the curb.
Community members were invited to provide public comment on the changes from January 15 to January 24. Many of the 18 comments received focused on the Camping Rules as a whole rather than the latest updates.
Top areas of concern included:
- Sidewalk access
- Debris & sanitation
- Police resources
