Severe Weather Shelter Opens in Hillsboro
Due to cold temperatures, Washington County's overnight walk-in shelter will be open 24 hours a day from Friday, November 18 at 3 pm to Monday, November 21 at 10 am at The Salvation Army Building. Pets are allowed and no one will be turned away.
Safe Rest Pods Offer Shelter From the Cold
The Safe Rest Pods on SW 17th Avenue are providing more than 15 community members and a few pets with shelter from cold temperatures and wrap-around support services. 20 of the 30 pods will be complete by Friday, November 18, with all pods completed in December.
- Move-in continues on a rolling basis as pods are constructed.
- Shelter staff quickly connect new guests with priority resources like clothing, Supplemental Nutrition Access Program (SNAP) benefits, and photo identification.
- Longer-term services support mental health, job training, housing navigation, community-building, and more.
The temporary shelter site — a partnership between the City of Hillsboro, Washington County, and OpenDoor Housing Works — will operate until March 2023.

Carleton Hart Architecture was selected to plan and design the future Year-Round Shelter.
Community Feedback Informs Year-Round Shelter Design
Community feedback from three focus groups and initial survey results through October 14 will inform the physical design of the future Year-Round Shelter at the 17th Avenue property.
Community members noted the importance of:
- Spaces designed to be healing, welcoming, durable, attractive, and clean
- Personal hygiene amenities to meet basic needs
- Adequate trash disposal
- Using trauma-informed design
They also shared thoughts on key considerations for selecting a site operator and shaping a future Good Neighbor Agreement. Results were shared with Washington County and Carleton Hart Architecture in November.

Hillsboro City Council received updates on homelessness during a November 1, 2022 Work Session, including:
Outdoor Cleanup is Ramping Up
Hillsboro's Outdoor Cleanup through Supportive Employment project is ramping up, with a third contracted team joining the effort in October.
The project keeps Hillsboro beautiful and creates job opportunities for people with lived experiences of homelessness.
Since mid-August, the project:
- Provided 228 paid hours of supportive employment work
- Collected 9,924 pounds of debris from streets, bus stops, and natural areas
- Collected 99 shopping carts to return to local stores
- Safely disposed of 61 sharps
