Police
Evidence Technicians Earn Certification
Four HPD Evidence Technicians completed the crime scene analyst certification examination through the International Association for Identification Crime Scene Certification Board.
Being a Certified Crime Scene Analyst establishes industry recognition for HPD and supports court qualification for expert witness testimony related to crime scene analysis.

Health Fair @ M&M Marketplace
HPD's Community Engagement Team helped host a Health & Safety Fair at M&M Marketplace in October.
Advocates from the HPD Domestic Violence Response Team also helped promote DV Awareness as part of Domestic Violence Awareness Month.
Spanish-Language Outreach
HPD Officers, staff, and volunteers visited with community members at Cafecito con un Policía (Coffee with a Cop) at Paisanos Plaza in October.

Laura Kubisiak selected as a Finalist for OEN Award
Venture Catalyst Laura Kubisiak has been selected as a Finalist for the Oregon Entrepreneurs Network (OEN) Power of Us Award.
The award will honor an individual who has contributed to the success of entrepreneurs in our region this year through their work, mentorship, or support.
- Laura's position is funded by the City to help support Hillsboro entrepreneurs.
Dan Dias was Keynote Speaker at Local Summit
Economic & Community Development Director Dan Dias was a Keynote Speaker at the 2022 Oregon Brownfields and Infrastructure Summit.
His speech addressed the nexus between infrastructure investment, site readiness, and equitable economic development, while exploring opportunities to improve site readiness and economic development across the state.

Public Works
Jackson School Road Improvement Project Awarded Project of the Year by Oregon APWA
The Oregon Chapter of the American Public Works Association (APWA) has awarded the City of Hillsboro the 2022 Project of the Year Award for the NE Jackson School Road Improvement Project.
- The finished project features multiple safety and quality of life enhancements.
Crews Visit Hillsboro High School
Public Works crews visited the Intro to Robotics class at Hillsboro High School to share insight into practical functions for robots in everyday life.
Neighborhood Leaf Collection has Begun
The Curbside Leaf Pickup and drop-off season runs annually from November through December.
Within the 10 districts for leaf pickup, the City picks up leaves once in November and again in December.

Parks & Recreation
Mural & Mentorship Program Highlighted
The two new murals being painted on Calle Diez were featured in an Oregonian article and video to highlight the local Latino artists and their work.
The work is part of the “Going Public” skill-building intensive hosted by the Regional Arts & Culture Council.
- The pilot program paired a group of five emerging muralists of color with five artist mentors in the Portland area.
- In Hillsboro, City staff loved the idea so much, they funded a second mural created by mentor William Hernandez.
Día de los Muertos Celebrations
More than 200 people attended the Día de los Muertos celebration featuring Huehca Omeyocan at the Walters Cultural Arts Center on November 1.
The Library and HPD also participated in Día de los Muertos events.

Citywide
Winter Planning Preparation
Staff from multiple City departments held the first annual City Winter Planning Meeting in early November.
Sharing expertise across departments, staff updated the Weather Safety webpage where the community can access information on shelters, closures and delays, tips to prepare for the cold weather, sandbag sites, and emergency contact information.
Emergency Dam Exercises
Water, Information Services, and Fire & Rescue staff joined regional partners for a Barney Reservoir and E.S Mills Dam Tabletop Exercise.
The exercise included a series of simulated emergencies where participants acted out their roles, discussed response efforts, and provided potential solutions

Fire & Rescue
Air Quality Advisory Season Underway
Between November 1 and March 1, Washington County issues a daily air quality advisory. The Fire & Rescue Department will share the County's updates with Hillsboro community members when air quality is unhealthy.
- RED: Air quality is unhealthy. No fireplace or wood stove use, unless exempted.
- YELLOW: Air quality is unhealthy for sensitive groups. Voluntary limitations on fireplace and wood stove use.
- GREEN: Air quality is healthy. No restrictions.

City Manager's Office
Safe Rest Pods Open
The Safe Rest Pods on SW 17th Avenue opened in October, providing 30 to 40 community members experiencing homelessness a secure place to sleep, peer support, and wrap-around services.
Guests receive mental health, employment, and housing navigation support by OpenDoor Housing Works 24/7 onsite staff. The 80-square-foot insulated and private pods provide safe shelter and security for belongings.
Council President Allen Joins Community Conversations
Council President Kyle Allen joined Mayor Callaway to discuss his eight years of service on the Council in episode 3 of Community Conversations with Mayor Steve Callaway.
Council Election Results
Councilor Allen's term will end in January due to term limits. The seat will be filled by Kipperlyn Sinclair, who received 42% of the vote to win the six-way open competition to represent Ward 2, Position A, during the November 8 election.
Councilor Beach Pace (Ward 1) & Councilor Olivia Alcaire (Ward 3) were re-elected to serve another four-year term on the Council. Each received more than 58% of the vote.
Mayor Callaway Selected as President of LOC
Mayor Callaway has been selected as president of the League of Oregon Cities.

Library
Annual Book Sale Proceeds
The Friends of the Hillsboro Library raised nearly $80,000 during this year's annual book sale. Proceeds support a variety of programs at both libraries.
- The Friends also opened a store at The Hive in Downtown Hillsboro at 233 SE Washington Street.
