Oregon Transfer Council News
February 2026: The Transfer Council approved minor updates to the 2026 Common Course Numbering (CCN) alignment plan. The Anthropology Subcommittee will align Biological/Physical Anthropology, Archaeology, and Cultural Anthropology while the Art Subcommittee will align Basic Design 2-D, Basic Design 3-D, and Drawing. The Council also approved Klamath Community College’s request to add Community College of the Air Force (CCAF) military courses that are similar to, but distinct from, existing CCN courses. Finally, the Commission charged the Council with developing a transfer General Education (GE) transfer block that will satisfy all lower-division general education requirements for a bachelor’s degree at any Oregon public university. March 2026: In March, the Council approved a request from the CCN Political Science subcommittee to align US/American Government, International Relations, and Comparative Government. The Council also approved MTM-CAP modification requests from OIT and the University of Oregon and continued work on its response to the February charge to develop a statewide General Education (GE) transfer block.
April 2026: The Council approved new processes to streamline voting and communication with its three non-curricular subcommittees supporting CCN and MTM work. Members also approved a revised General Education Charge and a draft subcommittee charge based on Commission feedback, and created a shared document to guide development of audit-related Oregon Administrative Rules (OARs).
May 2026: In May, the Council approved a new maintenance and review schedule for Common Course Numbering Articulation Policies (CCNAPs), establishing a consistent and sustainable review cycle. Following consultation with Chief Academic Officers (CAOs) and Provosts, the Council approved the three Communication courses (aligned in 2025) at four credits each and approved several MTM modification requests from Portland State University (PSU) and Southern Oregon University (SOU). Members also discussed the annual report to the Commission and preparations for the July Council retreat.
June 2026: The Council received a Legislative Concepts overview, reviewed the agenda for the upcoming July retreat, and approved nine CCNAPs in Spanish, Political Science, and History (see below for details). The CCN Art and Anthropology subcommittees will complete their remaining alignment work in fall 2026.
Approved CCN Courses for the 2027-28 AY Catalog
In June 2026, three CCN subcommittees presented the results of their alignment work on nine new courses. As a reminder, CCN is working to align the most transferred, highest enrolled lower-division courses taught at public colleges and universities in Oregon. The following courses were approved by the Transfer Council and will begin appearing in catalogs for academic year (AY) 2027-28:
As a reminder, COM/COMM 216Z, 219Z, and 220Z were approved at the May Transfer Council meeting. Starting fall 2025, all approved courses utilize the CCN Articulation Policy (CCNAP), which was approved 9/18/2025.
Major Transfer Map (MTM) Updates
The MTMs named for development in 2026—Mechanical Engineering, Political Science, Criminal Justice, and Math Secondary Education—will be developed later than usual. The MTM subcommittees will begin their work on these pathways in Fall 2027. MTM faculty subcommittee members will be invited to attend an orientation session Spring 2027. This slighted adjusted timeline is intended to support the Transfer Council while it shifts focus to transfer general education.
Transfer General Education (TGE) Faculty Subcommittee Update
In June, the TGE Faculty Subcommittee began work to update the Core Transfer Map (CTM). Members, selected by Chief Academic Officers and Provosts from Oregon's 17 community colleges and 7 public universities, represent a diverse mix of institutions across the state, including small and large, rural and urban campuses.
Over the next 12 weeks, the subcommittee will develop a Transfer General Education (TGE) model for Oregon community colleges. The revised CTM will guarantee completion of lower-division general education requirements at all Oregon Public Universities (OPUs).
Audit OAR Subcommittee Update
In June, the Audit OAR Subcommittee began developing a statewide framework for auditing implementation of Oregon's transfer policies. The subcommittee has refined the draft framework's purpose, scope, and audit criteria and will continue developing recommendations for Transfer Council consideration this summer.
New Maintenance and Review Schedule for CCN Approved Courses
In May, the Transfer Council approved new language for the maintenance and review cycle of CCN courses in an effort to simplify the review process and reduce the workload on faculty subcommittees. The new language will appear as follows:
The Transfer Council will oversee the review and maintenance of the aligned course. The Council will review courses from three disciplines every five years beginning AY 27-28. The Transfer Council may initiate additional review at any time based on emerging feedback from faculty or institutions and/or system needs. If faculty or institutions have concerns about aligned course information, please contact the Transfer Council at TransferCouncil@hecc.oregon.gov.
This language will be applied to all existing and future CCN courses to ensure all courses are reviewed to the same standard. This language addresses the frequency of CCN course review only, and the process for the review of CCN courses is still to be determined at a future Transfer Council meeting.
