After considering extensive public feedback and conducting a detailed impact assessment, OHA is finalizing rules changes that will affect which providers can render and bill for Medicaid-covered services.
The primary rule change is that board-registered behavioral health associates — unlicensed professionals that include clinical social work associates, board registered marriage and family therapist associates, and board registered professional counselor associates — will be required to either become licensed or work for an agency that has an OHA-issued Certificate of Approval (COA).
While OHA will file its new rules on July 1, 2026, the above-mentioned requirement for behavioral health associates will not go into effect until one year later, on July 1, 2027. This will give providers, members and OHA more time to prepare for this change.
More information is available in OHA’s June 10, 2026, memo and on OHA’s web page dedicated to this change.
