About Senate Bill 692 (2025)
This bill directed Oregon Health Authority (OHA) to:
- Improve Oregon Health Plan (OHP) coverage of perinatal services,
- Expand access to doulas and lactation support providers,
- Strengthen and grow the perinatal workforce,
- Support community-based organizations through the Community-Based Perinatal Services Access Grant Program and
- Maintain high standards of care across settings.
About Senate Bill 1568 (2026)
To support successful implementation of Senate Bill 692, this 2026 bill:
- Updates requirements for birth and postpartum doulas,
- Establishes lactation counselors as a new non-clinical provider type within OHA’s Traditional Health Worker (THW) Program and
- Extends timelines to implement key components of SB 692 to January 2028.
Current status
OHA is getting ready to share information about 2026 funding opportunities through Community-Based Perinatal Services Access Grant Program. As mandated by SB 692, the program will support activities that increase access to culturally specific and culturally competent community-based services during the perinatal period.
OHA is grateful to the community members and partners who have worked on this legislation and looks forward to continued collaboration to expand perinatal care in Oregon.
Transforming behavioral health is central to OHA's strategic plan to end health inequities by 2030. OHA commits to making sure people with intellectual and developmental disabilities (I/DD) get care when they need it.
To support fairness and equal treatment for people with I/DD:
OHA is seeking feedback on a draft Oregon Administrative Rule (OAR) to support non‑discrimination in the delivery of mental health services.
If this interests you, please join one of our upcoming meetings:
- Wednesday, June 10, 3 to 4 p.m. Pacific Time
- Thursday, June 18, 4 to 5 p.m. Pacific Time
Please feel free to share this opportunity with behavioral health partners, families and youth in your community.
OHA appreciates the continued feedback on the Directed Payments both now and for the 2027 contract year. Some will be incorporated into the 2027 directed payment, but OHA can take action on some of it now.
The Directed Payments Guidance for Behavioral Health Team Based Care has been updated. The updated guidance document includes two minor clarifications:
- The requirement to pay 110 percent of the fee-for-service (FFS) rate only applies to procedures which had an FFS rate as of Jan. 1, 2026.
- Procedure H0045 is not part of the Qualified Directed Payment (QDP) requirement.
You can find the updated guidance on OHA's web pages for CCO Contract Forms and Behavioral Health Rates.
