This month marks an important milestone for ROADS. On March 11 we reached one full year since going live!! We are grateful for all the work, feedback, and collaboration that have shaped the platform over the past twelve months. As we wrap up March, we are pleased to share this edition of the Navigator, highlighting recent updates and new opportunities including upcoming webinars and resources you can explore now.

Many of you know Piet from his familiar role as the MC and host of our ROADS monthly checkpoint webinars and, for those who have been with us a while, from the MOTS days as well. Piet retired this month after 26 years with the state, where he served as a skilled data analyst and a steady, welcoming presence. He has been a wonderful asset to the ROADS team and he will be greatly missed.
Piet is looking forward to traveling, golfing, and enjoying new adventures with his family, and we wish him all the very best. We are grateful for his knowledge, insight, humor, and dedicated service. The ROADS community is better because he was here.
If you have been directed to ROADS from the BHRN program, please note that reporting is optional until July 2026.
We are preparing BHRNâspecific training, guidance, and tools that will be rolled out in May and June. Please keep an eye out for these upcoming trainings and resources!
Weâve seen an increase in questions about how to handle clients who never receive a diagnosis before leaving services. To keep records clean and prevent clients from remaining stuck in draft status, please follow this guidance:
- If a client never moved forward in treatment and no diagnosis was established, providers may simply delete the record.
- However, when a client did engage in services but a definitive diagnosis wasnât determined, providers should not leave the record in draft. Instead, enter:
R69 â Illness, unspecified
This diagnosis code is used when a client exhibits symptoms of illness, but no definitive diagnosis has yet been established. It also serves as a temporary placeholder until more information can be obtained.
Using R69 allows the record to be officially submitted instead of remaining in draft, and ensures providers can complete the discharge with the correct treatment status (for example, âLeft against professional adviceâ or âService discontinued by facilityâ).
With the 3.0 Major Release on April 27, the system will begin enforcing realâtime validation of the clientâs OHP/Medicaid ID against the Medicaid system. Default or placeholder IDs will no longer be permitted once this goes live.
Currently, the Medicaid ID field is optional unless the expected source of payment is OHP/Medicaid. Under the new rules, a valid client Medicaid ID will be required in those cases.
Because this change will apply systemwide, both V1 and V2 users may see an increase in validation errors if incorrect or unverified IDs are entered. Teams should begin preparing now by ensuring workflows include collecting and confirming the clientâs correct OHP/Medicaid ID. This will help minimize disruptions once Release 3.0 is implemented.
Thank you for the thoughtful work you put into learning and navigating the ROADS Portal. We have noticed some fake client names and test data appearing in the live ROADS Portal. This can cause issues when reports are generated. To help keep our data accurate, please remember:
- The live ROADS Portal is for real client information only.
- The training site is the right place for practice or test entries. Youâll see a red banner that confirms youâre in the test environment.
- Keeping each site for its proper purpose helps maintain clean and reliable data.

Do you or a new employee need to access to ROADS? Need to remove access to ROADS for a former employee? Click on the User Request Form below.Â
If you have filled out an Access Request form, here is what to expect:
Access requests typically take 8â10 business days to process. Because of increased volume from new providers entering data into the ROADS Portal, processing times may be slightly longer than usual. We will complete your request as soon as we can.
You will receive two emails once your access is ready: one from the ROADS Team with MFA instructions and another from the OIS Service Desk with your login credentials.
We truly appreciate your understanding as we work through these requests as efficiently and thoroughly as possible.
To strengthen cybersecurity across state systems, a new statewide policy now requires all user passwords to be updated every 60 days. This change is part of Oregonâs updated statewide information and cyber security standards, which aim to better protect sensitive data and reduce the risk of unauthorized access.
What This Means for You:

Every 60 days, youâll be prompted to change your password.
- To avoid any disruptions, we recommend setting a recurring reminder on your calendar.
- If youâve already set up Multi-Factor Authentication (MFA), you can easily reset your password at any time here: Self Service Password Reset
- If you havenât completed your MFA setup yet, see below for more details.
