As of Feb. 10, 2026, Provider Services now asks people who use Option 5 of the Provider Services line to provide their MMIS Provider Portal username. Provider Services will not proceed with the call without this information. This is to maintain privacy and security for the personal health information that claims and the Provider Portal contain.
As a general reminder, all providers who call Provider Services must have access to the MMIS Provider Portal. This is so Provider Services staff can discuss and review OHP member information over the phone and via email.
To support Oregon Health Plan (OHP) members with the most complex behavioral health conditions and the community mental health programs that care for many of those individuals, OHA is making a Medicaid billing policy change.
Starting Oct. 1, 2026, OHA will require board-registered behavioral health associates to either become licensed or to work for an agency that has a Certificate of Approval (COA) in order to bill Medicaid.

For this conversation you can learn about and offer feedback on OHA’s plan for expanding 1915(i) HCBS. OHA will present:
- The proposed plan for renewal of Oregon’s 1915(i) State Plan.
- Drafts of new and revised OAR for Chapter 410, Division 173.
- These rule changes include those for the expanded services.
- Drafts of the Fiscal and Racial Impact Statements

Young Adults with Special Health Care Needs eligibility changes effective Jan. 1, 2026
OHA is pleased to share that as of Jan. 1, 2026, eligible young adults through age 21 can access YSHCN benefits. OHA also updated Oregon Administrative Rule (OAR) 410-200-0455 to reflect this change

OHA is hosting our next fee-for-service technical assistance webinar for substance use disorder treatment providers on Feb. 23, 2026, from 1:30 to 3 p.m. Pacific Time.
The webinar will cover:
- OHA's Culturally and Linguistically Specific (CLS) Services
- General announcements
- Fee schedule updates
- Responses to questions posed during previous SUD technical assistance sessions
- Open space for questions and answers
These sessions will be taking place monthly throughout the year.
 Behavioral Health Fee Schedule rate adjustments effective Jan. 1, 2026
OHA has updated select rates on the fee-for-service Behavioral Health Fee Schedule. These rate adjustments were mandated by the Centers for Medicare & Medicaid Services. This update ensures Oregon's fee schedule stays aligned with federal standards.
These new rates are highlighted in the memo below. They are effective for services rendered on or after Jan. 1, 2026.
Recent rule revisions
OAR 410-151-0004: Amended to add requirement for use of the OHP dental periodicity schedule for preventive dental care.
OAR 410-133-0040: Amended to update personal care services and delegated health care definitions to align with each other and show clear distinction between each set of services.
