Welcome to the Rural Health Transformation Program (RHTP) Newsletter!
The Oregon Health Authority (OHA) is excited to introduce the Rural Health Transformation Program (RHTP)—a new, federally funded initiative designed to support long-term, community-driven improvements in rural health systems across the United States.

The RHTP was established through H.R.1, the federal budget reconciliation bill signed into law on July 4, 2025. In addition to broader changes to Medicaid and SNAP, H.R.1 created this one-time, five-year program to fund rural health transformation efforts nationwide.
Oregon submitted its application to CMS and is currently awaiting a funding decision, expected by December 31, 2025.

As we await CMS’s decision, OHA is taking proactive steps to prepare for a potential program launch. A key part of this effort is a statewide funding survey to gather input from organizations interested in applying for future RHTP funding.
Survey Deadline: Thursday, December 11, 2025, at 11:59 p.m. PT
Who should complete the survey? Organizations that:
- Serve rural, frontier, or remote areas of Oregon
- Are in good standing with the State of Oregon
Even if your organization provided public comment in the fall, we encourage you to complete this survey.

The session will be recorded and posted online approximately one week after the event.
