Health Care Market Oversight program is seeking feedback.
Through the Health Care Market Oversight (HCMO) program, the Oregon Health Authority (OHA) reviews proposed health care business deals to make sure they support Oregon’s goals of health equity, lower costs, increased access, and better care. The program applies to mergers, acquisitions, and other business deals that involve health care entities and meet certain criteria.
HCMO is seeking feedback about its guiding principles and administrative rules. You can provide feedback or participate in rulemaking for HCMO in the following ways:
Comment at the Oregon Health Policy Board meeting.
The Oregon Health Policy Board (OHPB) is inviting public comment about HCMO at their meeting on September 9, 2025. OHPB is specifically interested in comments about HCMO’s guiding principles and framework. Attend a listening session.
Attend a virtual listening session to provide for feedback for the HCMO program.
- Friday, September 12, 2025 from 10 a.m. – 11 a.m.
- Thursday, September 18, 2025 from 12 p.m. – 1 p.m.

Serve as a Rules Advisory Committee member.
Apply to be on the Rules Advisory Committee by Friday, October 10, 2025. At the Rules Advisory Committee (RAC), committee members review and suggest edits to the proposed rule text, Statement of Need, Fiscal Impact, and Racial Equity Impact Statement. To learn more about serving as a RAC member, visit the HCMO website.

Email hcmo.info@oha.oregon.gov, fill out the public comment form, or call 503-945-6161 with your input and include the word “Feedback” in your message. Public comments are posted to OHA’s website and may be published in reports. Please do not include private or sensitive information in your comments.
