2025 Public Listening Sessions
OPS held two virtual public listening sessions in June 2025. The public listening sessions were recorded in English, Spanish and ASL and these recordings are posted on the OPS 2025 Public Listening Sessions webpage.
OPS also published a written summary of themes, questions and answers. Input from the public listening sessions will continue to inform program development, educational materials, and future community engagement.
OPS convened three Rules Advisory Committee (RAC) meetings in July to discuss draft administrative rules related to psilocybin services, including implementation of 2025 legislation.

OPS will publish revised 2025 proposed rules for public comment at the beginning of September. During the 21-day public comment period scheduled for September 2 through September 22, 2025, OPS will accept comments in writing and host two virtual public hearings.

House Bill 2387 (HB 2387) makes multiple changes to ORS 475A, the Oregon Psilocybin Services Act. The bill ensures confidentiality of investigations of psilocybin licensees and allows disclosure to public entities when necessary. The bill makes technical adjustments to the process for license application denial due to failure to complete a criminal background check and amends the definition of “administration session” for clarity. The bill restructures the Oregon Psilocybin Advisory Board reducing membership from sixteen to nine members and amends the qualifications for membership. The bill requires licensed psilocybin service centers to report data on veteran status for clients receiving psilocybin services. The bill requires psilocin content to be listed on labels for psilocybin products in addition to other information required by administrative rule.
The bill also prevents certain licensing boards from taking disciplinary action against their members who also hold psilocybin facilitator licenses. Beginning January 1, 2026, licensed facilitators who are also licensed under the following boards in Oregon will be permitted to provide preparation and integration sessions to clients under both licenses, further bridging the continuum of health care for clients:
- Oregon Board of Licensed Professional Counselors and Therapists.
- Oregon Board of Naturopathic Medicine.
- Oregon Board of Psychology.
- Oregon Medical Board.
- Oregon State Board of Nursing.
- State Board of Licensed Social Workers.
- State Board of Pharmacy.
Senate Bill 907 (SB 907) was also passed in the 2025 Legislature. SB 907 specifies that if a manufacturer does not own the property proposed to be licensed, they must include written consent of the property owner confirming ownership of the property and permission to manufacture psilocybin products on the property. This will be required of all initial manufacturer license applications and annual renewal applications, beginning January 1, 2026.
Oregon Psilocybin Services will be providing additional information about implementation of these new laws in the coming months to licensees, including any changes to forms or TLC reporting.
The Oregon Psilocybin Services Act created a fee-based structure, which means that the license fees must cover the costs of OPS administering the work. The cost of compliance is required by law and only one factor that contributes to the overall costs of operating a psilocybin business. OPS strives to balance administrative flexibility with the statutory requirement in ORS 475A to protect public health and safety as directed by ORS 475A
OHA did not approve a Policy Option Package (POP) for the 2025-27 biennium, which means that no state allocated general funds will support the program. While Oregon Psilocybin Services will not be increasing licensing fees in 2025 rulemaking, future increases may be required to occur to sustain the budget. We look forward to working with the Oregon Psilocybin Advisory Board, regulated community, partners, and the public to ensure sustainability of psilocybin services in Oregon.
Health disparities in public health data continue to demonstrate the need for more culturally responsive approaches to health and wellness. Oregon Psilocybin Services is deeply committed to aligning with agency and public health goals to eliminate health inequities and to increase access to psilocybin services. As part of the Oregon Health Authority and Public Health Division, we are excited to be a part of the development of our state’s next State Health Improvement Plan (SHIP). Through participation in this collaborative planning process, we have taken the opportunity to raise awareness about the potential for psilocybin services to help address our state’s health and behavioral health priorities. While there is still stigma around the use of psilocybin, there is also high public interest in increasing safe and equitable access. It is our hope that psilocybin services will continue to be supported and that meaningful improvements will be made to the health of all of our communities in Oregon.

In June, Oregon Psilocybin Services (OPS) published the OPS Data Dashboard, which included Quarter 1 (January – March 2025) data required by Senate Bill 303. OPS plans to publish Quarter 2 (April – June) data by the end of August.
The dashboard contains multiple datasets related to safety, psilocybin product sales, licensing, compliance, and demographic data. For the complete list of available data, please go to the OPS Data Dashboard.

The Oregon Psilocybin Advisory Board (OPAB) Rapid Evidence Review was published July 30, 2021. Additional relevant references were identified by the 2024 Products and Research Subcommittee of the OPAB. In February 2025, OPAB recommended that the evidence review document be updated to include these additional references. The references have been added as an addendum but not incorporated into the analysis. The 2025 Rapid Review Addendum includes links to the additional references.
