New legislation (HB2205) will modify the number of years that OHA contracts with coordinated care organizations (CCOs). Specifically, HB2205 will impact CCO procurement, the process for designing contracts for and selecting the regional health networks that serve most of the state’s 1.4 million Oregon Health Plan (OHP / Medicaid) members.
Previously, Oregon law limited CCO contracts to five years. This meant that OHA would need to use the procurement process to select CCOs every 5 years. Through HB2205, CCO contracts will be set to a minimum of five years and then OHA can decide the length beyond the initial five years. Legislators and supporters of HB2205 cited the need for OHA to have greater flexibility with procurement timing, while maintaining stability and accountability for OHP members.
During consideration of HB2205, OHA stated that existing contracts would be extended by two years if the legislation passed. Now that it has passed, OHA will begin work on the process of such an extension. In the meantime, Oregon law already allows OHA to update the terms and conditions of existing contracts each year. OHA will continue to use this authority to add accountability and ensure high quality care for OHP members.
Additional information about CCO procurement will be shared on OHA’s web page.
Background
The Oregon Health Plan is our state’s Medicaid program. It provides health care coverage for people from all walks of life. This includes working families, children, pregnant adults, single adults and seniors.
The Oregon Health Authority (OHA) creates a list of goals to help make the care Oregon Health Plan members get even better. That list of goals and the road map for how to reach them is called Oregon’s Medicaid Quality Strategy.
CMS asks states to update and submit quality strategies every three years. Oregon will submit its quality strategy on September 30, 2025.
Save the Date! Oregon's Medicaid Quality Strategy will be posted on July 7 and public comment will begin.
