Update: New Legislation Impacts CCO Procurement Contracts
New legislation (HB2205) will modify the number of years that OHA contracts with coordinated care organizations (CCOs). Specifically, HB2205 will impact CCO procurement, the process for designing contracts for and selecting the regional health networks that serve most of the state’s 1.4 million Oregon Health Plan (OHP / Medicaid) members.
Previously, Oregon law limited CCO contracts to five years. This meant that OHA would need to use the procurement process to select CCOs every 5 years. Through HB2205, CCO contracts will be set to a minimum of five years and then OHA can decide the length beyond the initial five years. Legislators and supporters of HB2205 cited the need for OHA to have greater flexibility with procurement timing, while maintaining stability and accountability for OHP members.
During consideration of HB2205, OHA stated that existing contracts would be extended by two years if the legislation passed. Now that it has passed, OHA will begin work on the process of such an extension. In the meantime, Oregon law already allows OHA to update the terms and conditions of existing contracts each year. OHA will continue to use this authority to add accountability and ensure high quality care for OHP members.
About CCO Procurement
CCO procurement is a multi-year effort that involves extensive engagement with OHP members and partners. Engagement efforts are already underway, with more than 6,000 pieces of feedback from OHP members, community organizations and the general public received to-date.
In addition to community engagement, CCO procurement involves development of contract specifics. Contracts outline CCO requirements, accountability and expected member outcomes, all of which is informed by the engagement process. CCOs are regional health networks that help deliver Oregon Health Plan (OHP / Medicaid) benefits to a majority of OHP members. There are currently 16 CCOs across Oregon that serve and assist OHP members in getting care from providers such as doctors, nurses, counselors, dentists and pharmacists. Oregon’s CCO model is unique, with a person-centered, whole-health approach that focuses on community-based, collaborative relationships to deliver care.
About OHP
OHP provides health care coverage to 1.4 million people in the state through Oregon’s Medicaid program. OHP provides access to doctor’s appointments, hospital care, behavioral health services, oral health services, prescriptions, health-related social needs and additional benefits for children and pregnant people.
