Oregon Health Plan (OHP) offers qualifying members health-related social needs (HRSN) benefits. Health-related social needs are basic needs that affect a person’s health. Some basic needs include housing, food, and equipment to stay healthy during extreme weather.
Organizations interested in offering these benefits can enroll as an HRSN service provider with OHP Open Card and local coordinated care organizations (CCOs).
OHP recently posted an online training about how to enroll as an HRSN provider. This 26-minute video walks through the provider enrollment portal, required forms, and answers frequently asked questions.

OHP offers some members HRSN climate benefits. They include:
- Air conditioners
- Heaters
- Air filters
- Mini fridges for medications
- Backup power supplies to operate medical equipment
Who qualifies for HRSN climate benefits?
OHP members with a health condition made worse by extreme weather or wildfire smoke may qualify. They also must be going through certain types of life changes like being released from jail or leaving foster care. Find a complete list of qualifying life changes in the HRSN climate factsheet.
Don’t wait for an emergency to apply!
Health care providers and OHP community partners should build HRSN benefits into qualifying members’ health care planning. For example, if a member lives near a fire zone, they should request an air filter before fire season. Or if they live in housing that gets dangerously cold in winter, they should consider requesting a heater now.

The 1115 Medicaid Waiver All Come and Para Todos webinars are monthly opportunities to get status updates related to the implementation of the waiver. This includes policy changes, milestones and service delivery. All waiver partners, staff, and interested parties are welcome to attend.
The webinars take place on the second Wednesday of each month. All Come will be hosted in English from 10 – 11 a.m., and Para Todos in Spanish from 2 – 3 p.m.

OHA Health Policy and Program Manager Steph Jarem will join an online panel discussion about the relationship between housing and health equity.
The webinar, “Elevating healthy housing solutions as a pathway to achieve health equity and well-being”, will focus on how housing insecurity, multiplied by structural racism and climate change, is a major threat to health equity.
In addition to Jarem, the panelists include innovators working at the intersection of these issues. Drawing from decades of experience as well as current challenges, they’ll discuss healthy housing, federal and local opportunities and limitations, environmental justice, and more.
