Health Licensing Office, Board of Cosmetology seeks public comment on proposed administrative rules
What: The Health Licensing Office (HLO) at the Oregon Public Health Division and the Board of Cosmetology have filed proposed rules with the Oregon Secretary of State that are scheduled to become effective July 1, 2024.
Background: Changes to current Board rules are necessary to implement the requirements of SB 217 (2023), which include adopting education and curriculum requirements for cosmetology programs and creating a certification pathway for applicants who do not hold an authorization in Oregon, but may have substantially equivalent training.
In addition to rule changes required by SB 217, the Board has also proposed rule changes that will impact the examination requirements for certain authorizations, the requirements needed to renew certain authorizations and the written examination retake policy.
Changes to the Board’s administrative rules can be found on the Board’s website.
How to comment: The period to comment on the proposed rule changes opened May 1, 2024, and will end at noon May 28, 2024.
The public comment period allows external experts, individuals, entities, advocates and communities likely to be affected by the proposed rules to have their voices heard by the HLO and the Board during the rulemaking process.
