This communication is about the CHP Progress Report deliverable in the 2024 CCO contract, as follows:

Exhibit K, Section 7, Paragraph l: Annual CHP Progress Report due by 6/30/2024 for the 12-month period ending on that same date.

Exhibit K, Section 7, Paragraph l, Subparagraph (2): Inclusion of the completed CHP questionnaire provided by the Oregon Health Authority (OHA) as an appendix to the Annual CHP Progress Report.
OHA is making the following changes to the CHP Progress Report requirements described in the contract:
- The due date is extended from 6/30/2024 to 12/31/2024. The CCO may submit its CHP Progress Report on any date after 6/30/2024 that is on or before 12/31/2024. However, the reporting period remains the 12-month period ending on 6/30/2024, except if 2024 is the final year of the CHP. In such cases, the report will be a close-out report and the reporting period will be the entire multi- year period covered by the CHP.
- Submission of the CHP questionnaire referenced in Subparagraph (2) fully satisfies the CHP Progress Report requirement, without the need to submit any other document. This questionnairewill be referred to as the CHP Progress Report template.
These changes are reflected in the 2024 CHP Progress Report template provided to CCOs. OHA presented these 2024 contract changes and similar 2025 contract changes in the CCO Contracts and Compliance Workgroup meeting on April 23, 2024.

This notice is provided pursuant to Exh. B, Pt. 2, Sec. 16, Para o (5)(a) in the March 2024 amendment to the CCO contract. This provision requires the Oregon Health Authority (OHA) to notify CCOs at least ninety days prior to the date that OHA’s Medical Management Information System (MMIS) will be ready to accept Encounter Data for HRSN Services.
OHA has determined that MMIS will be ready to accept CCO Encounter Data for HRSN Services beginning August 1, 2024.
Consistent with Exh. B, Pt. 2, Sec. 16, Para o (3)(i), CCOs must submit all Encounter Data for HRSN Services through MMIS effective on this date for any dates of service August 1, 2024, and forward to receive reimbursement. CCOs should not report any HRSN Services submitted as Encounter Data on the HRSN Services Settlement Template for any HRSN Services with a date of service August 1, 2024, and forward. All HRSN Services rendered March 1, 2024, through July 31, 2024, must be reported on the Settlement Template for payment.

Respite care of all types is greatly needed in Oregon. Respite services provide a break for primary caregivers of children and youth with complex needs, as well as a break for youth themselves. Effective respite services are culturally and linguistically responsive, developmentally appropriate, flexible, and provide a range of options, from drop‐in childcare to preplanned or overnight crisis services.
Oregon Health Authority (OHA) encourages CCOs to:
- Strongly consider developing or enhancing respite service coverage to better serve children and families with complex needs.
- Co-create messaging and information about respite with family, youth, and respite providers.
- Work with community-based organizations to find ways to use Health-Related Services and Supporting Health for All through Reinvestment (see below) funding streams to support youth respite in the community. Informal respite is well suited to these funding streams.
Why is this happening? The System of Care Advisory Council issued a summary report on Youth Respite Policy in Oregon. The report offers an assessment of current policy and recommends ways to develop respite services and supports. These greatly needed services:
- Provide preventive support for primary caregivers of children and youth with complex needs, as well as the youth themselves.
- To be effective, must provide a range of options, and be developmentally appropriate, flexible and culturally and linguistically responsive.
- Have been frequently requested by families in Oregon for many years, yet sporadically available.
