This memo is formal notice about changing the due date from that stated in the 2024 contract. The new due date is the same as that published in 2024 MHP protocol.
Both the protocol and the associated treatment limitation attestation tool are posted on the CCO Contract Forms webpage.

Additionally, the destination specified in Exhibit D-Attachment 1 for the MHP analysis documentation has been changed. The new destination is the SFTP site specified in the MHP protocol. CCOs must follow the instructions in the protocol when submitting their MHP analysis documentation.

There is no data submission requirements for Supported Education. Service Element 38 (IPS) and IPS OAR’s (309-019-0256 through 0295), does not outline parameters for Supported Education, requiring a fidelity or data deliverables for Supported Education. Aside from IPS Supported Employment, there is not a current service element nor any other OAR’s that outline parameters for Supported Education programs, therefore concluding that this is a voluntary program to be decided at the agency level if they would like to implement.
This means that if a program and/or agency that voluntarily provides this service for the betterment of their community; Supported Education will have no impact on IPS Supported Employment certification nor is it part of the current IPS fidelity review that OHA requires per OAR 309-019-0285. The fidelity review and data reporting to any third-party entity is done so and decided on a voluntary basis by that agency.

OHA will be extending the temporary pause of all IPS fidelity reviews to align with Assertive Community Treatment (ACT) fidelities and begin July 1, 2024.
The fidelity reviews that would normally be scheduled during this time will not need to be rescheduled; including any provisional status programs. Any re-reviews for the 2024 calendar year will be canceled as the program will no longer have ability to be reviewed based on the old OAR’s & tools that were used for initial review. The certifications for these programs will be approved. If a program chooses to have a voluntary/projection fidelity review, they are permitted to do so; however, all updates have not been finalized or approved by The Division as of this memo, therefore program may not have finalized tools available at time of projection.

Starting January 1, 2025, the Oregon Health Plan (OHP) will offer benefits to certain young adults under a new Medicaid eligibility category: Young Adults with Special Health Care Needs (YSHCN).
Who qualifies as YSHCN?
To qualify as YSHCN, a person must:
- Be 19 or 20 years old in 2025
- Have at least one qualifying health care need that began before age 19
- Have an individual or family income up to 305% of the Federal Poverty Level
Current OHP members who qualify for YSHCN will automatically receive YSHCN benefits. Individuals can also complete a short set of questions in the OHP application to qualify for YSHCN.

What this means for CCOs
More information about YSHCN is coming soon. Right now, it’s important to know that:
- In 2025, the YSHCN benefit will cover approximately 6,000 new young adults who currently don’t qualify for OHP. In addition, approximately 16,000 current OHP members will receive enhanced benefits through YSHCN.
- Some YSHCN will turn 21 during 2025. Coordinated Care Organizations (CCOs) and the Oregon Health Authority (OHA) will need to adjust their systems to ensure that YSHCN maintain their EPSDT and enhanced vision and dental coverage after their 21st
- CCOs and OHA will need to screen YSHCN individuals annually to determine their need for HRSN benefits.

OHA’s Behavioral Health Investment Team (BHI Team) is seeking individuals to participate in HB 2316’s Advisory Council. HB 2316 (Lottery funds) gives the BHI Team the authorization to award funds to housing organizations in the community. A required step in awarding funds is to assemble an advisory council committee to provide funding recommendations of housing organizations.
The BHI Team extends an invitation to participate in the advisory council committee. The guidelines for this advisory council requires councilmembers to meet specific roles. One person can meet both criteria. If not, then we will need one representative for mental health and another for substance abuse treatment. One individual who is a Representative of a private provider of mental health treatment. One individual who is a Representative of a private provider of substance abuse treatment.
