Exhibit K, Section 5, Paragraphs b and c: Organizational chart and associated graphic illustration to be submitted with the CAC Demographic Report
For the deliverables above, OHA will waive the CAC Demographic Report requirements specified in Sub.Paras. (2), (3), (5), and (6) of Para. a. Further, OHA will combine and simplify the Report requirements specified in Sub.Paras. (1) and (4) of Para. a.
OHA will also waive the requirement in Para. c to submit a separate graphic illustration of the organizational chart information required by Para. b.
These changes will be reflected in the 2024 CAC Demographic Report template provided to CCOs. The due date for the above deliverables remains 6/30/2024. OHA will make these changes in the 2025 CCO contract restatement.
OHA has posted CCO deliverables due dates for Contract Years 2023 and 2024 due in the second quarter of 2024.
OHA accepts applications for membership on the Metrics and Scoring Committee on an ongoing basis.
Apply by April 17, 2024 to be considered for two current vacancies for at-large members.
You do not need to reapply if you applied in the past; we will consider past applications for these positions. To apply:

Compensation
Committee members may be entitled to compensation for their committee work. A committee member qualifies for compensation if:
- You are not a full-time public service employee, and
- You reported an adjusted gross income in the previous tax year:
- Of less than $50,000 on an income tax return other than a joint return.
- Of less than $100,000 on a joint return.
The current compensation rate is $166 per day for all official committee business, which includes participating in meetings and any other committee duties, such as reviewing materials and attending trainings. Compensation counts towards taxable income. We will work with committee members who receive Oregon Health Plan and other benefits to make sure that this compensation does not affect your benefits. This may mean limiting the amount of funds that can be received.

Effective January 12, 2024, the Oregon Health Authority (OHA) updated Oregon Administrative Rule 410-148-0100(5)(d) to clarify that Oregon Health Plan (OHP) is the primary payer for formulas covered by the Oregon Health Plan to treat women, infants and children who are both enrolled in OHP and the Special Supplemental Nutrition Program for Women, Infants and Children (WIC). This includes formula and nutritional supplements administered orally and/or via tube feeding.
Why is this happening?
This rule update is to comply with federal regulations in 7 CFR 246.10(e)(3)(vi) and federal guidance from the U.S. Food and Drug Administration in WIC Policy Memorandum #2015-07, EO Guidance Document #FNS-GD-2015-0044.
What should you do?
For formula and/or nutrition supplements services requested on or after January 12, 2024:
- Share this current information with clinical staff who review and process requests for formula and/or nutrition supplements.
- Review and update policies and procedures as needed to ensure that eligible members can access this benefit with no requirement to use WIC resources first.

The Oregon Board of Sign Language Interpreters (Board), under the Health Licensing Office (HLO), is notifying interested parties that proposed administrative rules have been filed with the Secretary of State’s Office for publication in the April 2024 Oregon Bulletin. Permanent administrative rules are scheduled to become effective on June 8, 2024.
Rules are needed to continue to license sign language interpreters under the regulation of the Board. The Board was established within HLO during the 2023 Legislative Session by passage of HB 2696. These rules make the Board operational by proposing Board-approved minimum qualifications and licensing requirements for sign language interpreters in Oregon.
