In this update:
As of Nov. 17, 2023, 919,879 people have completed the renewal process. This represents 63.8 percent of all Oregon Health Plan (OHP) and Medicaid members.
- 783,661 people (85.2 percent) were renewed and kept their benefits. This is a 2.7 percent point increase since October.
- 111,941 people (13.0 percent) were found ineligible. This is a 0.8 percent point decrease since October.
- 16,227 people (1.8 percent) had a reduction in their benefits. This is a sharp decrease from the 25,714 (3.2 percent) reductions reported in October, largely due to benefit restorations.
Oregon’s 85 percent renewal rate is the third highest in the nation according to Kaiser Family Foundation’s comparison of state renewal rates.

The Pandemic Electronic Benefit Transfer (P-EBT) food benefit program will end this month. Pandemic EBT was part of the response to the COVID-19 pandemic. It provided food benefits to children whose access to adequate and quality food may have been impacted due to pandemic-related disruptions.
Since the program began, ODHS, in partnership with the Oregon Department of Education (ODE), have distributed $1.1 billion in P-EBT food benefits through a series of issuances. On average, 428,000 children across the state received the food benefits per issuance. P-EBT food benefits received in 2023 expire after nine months.
It's open enrollment season for 2024 health insurance. People who do not have coverage through a job, OHP, or Medicare, may be able to enroll through the Marketplace with financial help. People who have recently lost OHP benefits can enroll anytime until July 31, 2024 or within 60 days of your benefits ending.
The Marketplace offers quality coverage from top insurers like BridgeSpan, Kaiser Permanente, Moda Health, PacificSource Health Plans, Providence Health Plan, and Regence. All plans include:
- A robust set of health benefits, even before deductibles are met.
- Services like preventive and wellness care, and little-known services like chiropractic, acupuncture, gender-affirming care and reproductive health care.
Marketplace coverage is often more affordable than people think thanks to the financial help available. Currently 80 percent of Oregonians enrolled through the Marketplace are getting financial help. See the image below for some examples of savings enrollees can find.
People in Oregon can now securely manage their medical, food, cash and child care benefits through the State of Oregon from the convenience of their mobile devices using the new Oregon ONE Mobile app.
The app is available for free in the Apple and Android app stores. It is an official State of Oregon app.
People will need to apply for benefits online, in person at a local office or over the phone. Once you apply for benefits online, in person or over the phone, the free Oregon ONE Mobile app is a convenient way to manage your current benefits, check for important notices and upload documents, all from your smartphone.
In fact, most information and documents people need to submit to renew their medical benefits can be done through Oregon ONE Mobile, saving you time on the phone or at an office.
