Final allocations are available now on the ESEA Allocations web page for:
- Title I-C
- Title II-A
- Title III-A
- Title IV-A
- Title V-B RLIS
Final allocations reflect slight changes to national census poverty data and incorporate data gathered from the Consolidated District Performance Report. These allocations are considered final, though minimal revisions may be issued in the fall.

Districts often find that the sharing of food is an integral part of successful engagement with families. Whether the goal is ensuring students do not go hungry, building the capacity of families to support their student’s education or seeking input from community members at large, the purchase of food in service of district engagement goals can be an allowable expense. August 13, 2026: 2026-27 CIP Budget Narrative Applications are scheduled to open.

October 1, 2026: 2026-27 CIP Budget Narrative Prerequisite Sections (Contacts, Private Schools, & Consolidated Spending) are due.

November 14, 2026: Last day to submit claims for 2024-25 Carryover funds and 2025-26 initial grant year funds.

There are many moving parts to track as a Federal Programs director. Whether you are new to the position or a seasoned veteran, 10 Tips for Federal Program Directors highlights key practices to follow. From accessing the CIP Budget Narrative, to tracking timelines, to learning more about program requirements, this document is designed to help you get started, stay informed, and feel supported.
Consultation requirements under section 8538 of the ESEA, as amended by ESSA, require affected local education agencies (LEAs) to consult with Indian tribes (or those tribal organizations approved by the tribes located in the area served by the LEA) prior to submitting a plan or application for covered programs. This requirement is designed “to ensure timely and meaningful consultation on issues affecting American Indian and Alaska Native students.” Covered programs include:
- Title I, Part A
- Title I, Part C
- Title I, Part D
- Title II, Part A
- Title III, Part A
- Title IV, Part A
- Title IV, Part B
- Title V, Part B
- Title VI, Part A
Affected LEAs include those LEAs whose Title VI Award for the previous fiscal year was >$40,000 OR LEAs that are members of a consortium who received >$40,000 in Title VI funds in the previous fiscal year.
Because the CIP Budget Narrative for each covered program reflects the district’s plan for funds, approval of CIP Budget Narratives for affected LEAs is contingent on submission of the affirmation of tribal consultation and tribal consultation worksheet.

For districts who are providing ESEA equitable services to private schools, services must be timely. Generally, this means that services should begin for private school students around the same time that they begin for public school students.
Additionally, consultation must be ongoing. This means that districts must meet with private school leaders several times throughout the school year to ensure effective administration and implementation of services.
Finally, districts must ensure that services are based on the specific academic needs of the private school and evaluate all equitable services at the conclusion of the program. Documentation of both processes may be a required submission during the monitoring process.

With 20 years of dedicated service in Oregon public schools, Dr. Erin Shepherd is excited to join the federal systems team, bringing her collaborative leadership style grounded in empathy and connection. Erin has a deep commitment to equity and inclusion for all students and families. She began her career as an elementary teacher in the Hillsboro School District before expanding her role as a TOSA and most recently served for the past six years as the Director of Federal Programs in the Gresham-Barlow School District.
As a district administrator, Erin led Title I, II, IV, IV-B and FSI along with building strong community partnerships. Her leadership included early learning initiatives with kindergarten transitions and the expansion of free, culturally-responsive preschool. Erin looks forward to bringing her district experience to the role and creating meaningful connections that support impactful school-community partnerships. Erin was born and raised on the Oregon coast, loves cheering on the Oregon Ducks, and has called Portland home for the past 23 years. She enjoys spending her free time cooking, baking, traveling, learning guitar, paddleboarding, camping, and sharing good times with friends, family and her 10-year-old dog Charlie.
