Dear Education Partners,
On April 16, 2026, Governor Tina Kotek issued Executive Order 26-06 to protect and restore student instructional time in Oregon schools, taking action to prioritize academic outcomes and ensure every student has access to consistent, high-quality learning. That same day, the State Board of Education adopted temporary rules, including OAR 581-022-2323 Preserving Student Instructional Time, to implement the order.

Determine What Steps are Required for Your District/Charter School
ODE has developed a Restoration Planning Tool to assist districts and charter schools in determining if time has been reduced and how much time must be offered in 2027-28. Use this spreadsheet tool to get clarity about how the requirements apply to your unique circumstances. Next Steps for Districts/Charter Schools that Reduced Time
Restoration Plan Guidelines: ODE has posted Student Instructional Time Restoration Plan Guidelines to the ODE Instructional Time EO webpage. This guidance includes:
Plan Deadline: Districts and public charter schools must submit their restoration plans to ODE by July 15, 2026, via the Student Instructional Time Restoration Submission Form, also available through the ODE Instructional Time EO webpage.
Public Justification Guidelines: Districts and public charter schools that reduced instructional time but whose local school board or governing body has chosen not to restore time must submit both school board meeting minutes and a link to where the public justification is posted on the district or charter school website. The EO 26-06 Public Justification Guidelines contain details on the required format and content, as well as an optional template.
Justification Deadline: If a district or charter school plans to pursue the option to publicly justify a decision not to restore time, this must be communicated to ODE via the Student Instructional Time Restoration Submission Form by the July 15 deadline.
If it is not possible to meet with your board/governing body to secure approval prior to July 15, the evidence of public justification (location on the district/school website and board meeting minutes) must subsequently be submitted to ODE no later than September 15, 2026.

ODE is hosting weekly office hours to provide support for determining options available depending on individual circumstances, designing restoration plans, and/or planning for public justification. Our team will share information and updates during the first 15 minutes, and the rest of the time will be for questions and individual support.
