What to Know About the General Education Provisions Act (GEPA) Statement

Section 427 of the United States Department of Education’s General Education Provisions Act (GEPA) requires applicants for federal education funds to describe the steps they will take to ensure equitable access to, and participation in, federally funded programs for students, educators, and other program beneficiaries. Districts applying for federal ESEA Title funds must complete a GEPA statement as part of their federal application process. The statement should describe potential barriers that may impact equitable participation and the strategies the district will implement to address those barriers.

Your district will need to complete the GEPA statement, which is found in your district’s OneDrive folder. An example GEPA statement can be found hereDistricts that previously applied for 21st Century (Title IV-B), ESSER, IDEA, Perkins, and other federal grants should have submitted a GEPA statement. Districts are encouraged to look at these prior statements as they draft the statement for ESSA funds.

HB4149 Strengthens Protections for Students Navigating Housing Instability

Governor Tina Kotek signed House Bill 4149 into law on March 31, codifying longstanding educational protections for students experiencing homelessness into Oregon statute and ensuring those safeguards remain in place regardless of changes to federal policy.

House Bill 4149 establishes a durable, state-level framework to support the more than 22,000 students in Oregon who experienced homelessness during the 2022-2023 school year, according to a report by Portland State University.

The new law guarantees:

  • Immediate school enrollment regardless of documentation
  • Transportation to a student’s school of origin
  • Access to comprehensive support services
  • Clear and consistent dispute resolution processes

By embedding protections historically provided under the federal McKinney-Vento Homeless Assistance Act into state law, Oregon ensures continuity for students even amid potential federal policy changes.
