To be considered substantially approved the following assurance forms must be signed by the School District’s Superintendent or Designee:
- ESEA Statement of Assurances
- ESEA School Prayer Certificate of Compliance
- General Education Provisions Act (GEPA) Statement
These documents must be completed and signed within the district’s secure OneDrive folder and are required to ensure your district can begin obligating ESEA funds on July 1, 2026.

Section 427 of the United States Department of Education’s General Education Provisions Act (GEPA) requires applicants for federal education funds to describe the steps they will take to ensure equitable access to, and participation in, federally funded programs for students, educators, and other program beneficiaries. Districts applying for federal ESEA Title funds must complete a GEPA statement as part of their federal application process. The statement should describe potential barriers that may impact equitable participation and the strategies the district will implement to address those barriers.
Your district will need to complete the GEPA statement, which is found in your district’s OneDrive folder. An example GEPA statement can be found here. Districts that previously applied for 21st Century (Title IV-B), ESSER, IDEA, Perkins, and other federal grants should have submitted a GEPA statement. Districts are encouraged to look at these prior statements as they draft the statement for ESSA funds.
Governor Tina Kotek signed House Bill 4149 into law on March 31, codifying longstanding educational protections for students experiencing homelessness into Oregon statute and ensuring those safeguards remain in place regardless of changes to federal policy.
