Senate Bill (SB) 934
ODE’s TAG Specialist presented draft rule requirements reflecting SB 934 to the State Board of Education in February 2026. The State Board of Education adopted the rule requirements on April 16, 2026. Oregon Administrative Rule (OAR) 581-022-2325 Identification of Academically Talented and Intellectually Gifted has been amended to include the new requirements:
- Anyone who knows a child may initiate the recommendation process for TAG screening.
- Recommendations for TAG screening can be received throughout the school year.
- Parents and families are informed about the Talented and Gifted programs and screening process in their district.
- A definition of screening has been added to the rule to provide clarity for districts and families.
The Department will begin engaging with district partners to develop a companion guidance and an updated district-level TAG plan template to support districts with successful implementation of the revised OAR. Representation from districts of all sizes and regions of Oregon is needed during this process. District-Level TAG Plans
Typically, updated TAG plans need to be submitted to ODE on a 3-year cycle with 2026 being the current submission year. Due to the recent amendment of OAR 581-022-2325, the current TAG plan template will be revised to incorporate the new requirements of the rule. Once a new submission date has been established for the 2026-27 school year, a notification along with the updated plan template will be sent out in a future newsletter.
As a reminder, statute and rule require that districts post their district-level TAG plans on their district website. This requirement has been in place since 2022. Please make sure the plan posted for 2025-26 is updated and easy for families to locate on the district website.
The Learning Lounge
The Learning Lounge is a dedicated time and space designed to foster professional growth and open dialogue among district TAG coordinators. Each session will focus on a specific topic, offering practical insights, strategies, and resources to support TAG identification and instructional services. The final 30 minutes will be reserved for an open Q&A, allowing participants to ask questions related to the featured topic or bring forward any other pressing issues they may be facing. This flexible format encourages both targeted learning and responsive support, creating a collaborative environment where ideas can be shared and challenges addressed in real time.

- As a reminder, ODE official TAG training slide decks TAG Essentials and Unpacking the Rule are posted on ODE’s TAG webpage and are available for districts to use. The slide decks were developed to align with the provision outlined in OAR 581-022-2325 (3)(f). For added convenience, the slide decks are editable and include speaker notes. There are two slide decks, and both need to be used for TAG identification professional development.
