To: Superintendents, Principals, School Counselors, School Social Workers, District Special Education Directors, K-12 Public Information Officers From: Dr. Beth Wigham, ODE Comprehensive School Counseling Programs & CCR Specialist Date: April 22, 2026 RE: Provide Feedback on Oregon’s Comprehensive School Counseling Framework Draft
Dear Education Partners,
The Oregon Department of Education (ODE) is excited to share and get feedback on Oregon’s Framework for Comprehensive School Counseling Programs (CSCP) draft. The final draft will go to the State Board of Education for adoption in June. To ensure the framework meets the evolving needs of our school districts, ODE has worked with a diverse panel from across district and community roles, regions, and lived experiences who have a strong commitment to equity and student supports. The revised draft reflects:
- Current research and evidence-based best practices
- Updates to national standards and Oregon laws
- Feedback on statewide needs and local operational context
The updated framework is intended to strengthen clarity, coherence, and statewide relevance while supporting high-quality comprehensive school counseling programs. ODE has created the Changes in Oregon’s CSCP Framework for districts and communities to see what has evolved since the second edition. ODE will finalize the framework into a cohesive visual layout and design before it is released, and develop guidance and resources to support districts’ implementation.
