The ODE Immigrant/Refugee Student Success Advisory Group is a diverse group of community members, educators, and youth who ensure Oregon Department of Education’s (ODE) decision-making process effectively implements the Immigrant/Refugee Student Success Plan. This effort seeks to address systemic inequities experienced by immigrant and refugee students through focused investments and community partnerships.
The Advisory Group provides guidance and recommendations to ODE to:

develop, revise, update, and implement the Immigrant/Refugee Student Success Plan;

create and update priorities, eligibility and selection criteria for the Immigrant/Refugee Student Success Grants; and
-
develop, revise, and implement policy, including Oregon Administrative Rules, and practices that support the achievement of the Immigrant/Refugee Student Success Plan.
Membership: According to ORS 329.849, the Department shall form an Advisory Group consisting of:

individuals who identify as immigrant/refugees;

students who identify as immigrant/refugees;

representatives of community-based organizations that serve immigrant/refugee communities; and
-
education partners, including representatives of the Department of Early Learning and Care, Youth Development Oregon, and the Higher Education Coordinating Commission.
The Advisory Group will consist of up to 25 members with equitable representation, including from other intersectional identities and roles in addition to the required categories outlined in ORS 329.849.
Responsibilities of Members:
Advisory group members will:

Attend advisory group meetings. Monthly meetings will be held virtually to allow for full participation of advisory group members across the state. A yearly in-person retreat may be held between school years, to plan for the following school year.

Share relevant information from communities to the Advisory Group.

Connect with constituents and local networks to share with the Advisory Group.

review minutes and materials prior to meetings.

Inform ODE staff if you anticipate missing one or more meetings.
Meetings: Currently, meetings are virtual and scheduled for the third Thursday of each month from 1:00–3:00 PM PST. The annual meeting schedule will be set in August or during the group's annual in-person retreat, with recurring meeting times determined based on member availability. All meetings take place virtually, the annual retreat occurs in-person.
Advisory Group members commit to serving a term of either two or three years.
Applications open on March 31, 2026, and must be submitted by Tuesday, May 12, 2026, at 5:00pm (PST). Applications will be reviewed in May/June and applicants will be notified of their status in August.
If selected, you will receive an invitation letter, and ODE staff will follow up with next steps.

However, the Immigrant/Refugee Student Success Advisory Group is a public body, therefore member names, meeting minutes, as well as meeting dates and times could be made available to the public, if requested and required by law.
