2026-2027 Request for Recalculation for SIA, HSS and Early Literacy
In the Spring of 2025, Fund Administration rules were updated to calculate allocations for the biennium instead of annually, for Student Investment Account, High School Success, and Early Literacy, using the most current finalized ADMw from the State School Fund from the year prior to the start of each biennium (OAR 581-014-0004; OAR 581-013-0015; and OAR 581-017-0809). However, if an eligible applicant experiences an increase in their K-12 student enrollment, they may submit a request for recalculation to the Oregon Department of Education by April 30 of each even-numbered year. The Office of EII is launching that process for 2026-27 allocations as outlined below. You will access the Request for Recalculation process as a tab on the lefthand menu of your Grantee WorkApp.
For SIA: Compare your district 2024-25 ADMr from the 2024-25 ADMw breakout (4/29/25) to the 2025-26 ADMr on the 25-26 ADMw breakout (3/3/26) to determine if your district has experienced an increase in K-12 enrollment.
- If your district has an increase in ADMr, indicate in your WorkApp if you would like ODE to recalculate your 26-27 SIA Allocation. Click on your name on the magenta "Request Recalculation Here" widget to reveal the Details Panel, where you will complete a few questions. Only those funding streams of which you are a current recipient will appear as options to request recalculation. If the allocation column is blank, you are not a recipient of those grant funds.
- Note that current grant amounts will be supplemented with additional funds; 26-27 grant funds will not be reduced.
For High School Success and Early Literacy grants: Based on your own knowledge or local data sources, please indicate if your district has had an increase in K-3 enrollment or 9-12 enrollment and you would like ODE to recalculate your 26-27 Early Literacy and/or High School Success allocations. You may include a note on what source you are using to determine an increase in enrollment (in the "Notes" box), but no documentation is required.
Floor Funding Note: If you receive floor funding for SIA and/or Early Literacy, keep in mind that to receive an increase in funding, your increase in ADM must exceed that threshold.
- SIA's floor funding is 50 ADMw.
- Early Literacy floor funding is set at 290 ADMw.
Please note: the next 25-26 ADMw breakout (April) will be the actual data used for the recalculations. Requesting a recalculation is not a guarantee of a funding increase. ODE will reach out to grantees who request recalculation by June 1, 2026 with a determination.
