Oregon Department of Education Updates to Field

At the recent COSA Multilingual Learner Conference in Eugene, Oregon, Yuliana Kenfield from the Oregon Department of Education co-presented alongside Jason Greenberg Motamedi and Manuel Vazquez Cano of Education Northwest on “Unpacking a State Dual Language Program Evaluation Rubric: A Pathway to Instructional Leadership.” The session highlighted a statewide collaborative effort aligned with Priority 4, Goal 1 of the Oregon Multilingual Learner Strategic Plan, focused on implementing high-quality dual language programs that prioritize students designated as English learners.

District participants across Oregon engaged in collective reflection on family outreach and classroom observation practices and applied the rubric through case-scenario discussions.

The work builds on extensive observation data collected between 2022 and 2025, including 397 lessons focused on multilingual learners (220 elementary, 104 middle, and 73 high school). Attendees also provided actionable feedback to help strengthen Oregon’s Dual Language Program Evaluation Rubric. Click here to view the presentation.

2. Paid Oregon Student Leadership Opportunity - Youth Advisory Board

The Oregon Higher Education Coordinating Commission (HECC) is recruiting students to serve on the Direct Admissions Youth Advisory Board. Students selected for the Youth Advisory Board will help HECC design Abriendo Puertas Oregon / Open Doors Oregon, the future statewide direct admissions program that will automatically connect eligible students with Oregon colleges and universities.

This is a paid opportunity where students can share their perspectives and help shape how the program works for students across the state.

Program Details

  • 7-month term of service
  • Virtual evening meetings once per month
  • Up to 5 hours of participation per month
  • $80 per hour stipend
  • Accessibility supports available

Who Should Apply 

  • High school juniors and seniors
  • Students in their first year after high school
  • Students from across Oregon
  • No minimum GPA requirement
  • Students do not need to currently be applying to college
  • Students of all leadership and experience levels are encouraged to apply

Students will help provide feedback on messaging, the student experience, and how the direct admissions process should work for future students. Interested students should complete the Youth Advisory Board - Student Interest Form. The application will close on March 31.

HECC would greatly appreciate your help sharing this opportunity with students. 

After students submit the application, the HECC team will reach out to schedule a short, informal conversation to learn more about their interests and experiences. These conversations will be scheduled during the first week of April.

3. Reminder: ELPA Domain Exemption Error Correction Cutoff Dates

In the 2025-26 school year, new procedures were implemented for correcting domain exemption errors on the ELPA Summative and Alt ELPA. ODE listed general deadlines for making such corrections in the Test Administration Manual (TAM page 66) and Domain Exemptions on ELPA (page 8; found in the Guidance accordion on the ELP Assessment page). Exact cutoff dates are listed below.

As a reminder, cutoff dates are approaching for domain exemption error correction on the ELPA Summative and Alt ELPA.

  • Requests to un-exempt domains must be made three weeks prior to the end of the ELPA Summative/ Alt ELPA test window (so that the request can be carried out in time for the student to complete the additional testing).
    • Example: student needs to test in Reading, but was accidentally assigned a Reading exemption
    • The cutoff date to un-exempt domains is March 20, 2026.
    • Use the test impropriety reporting system to make this type of request.
  • Requests to add new domain exemptions must be made prior to the end of the test window.
    • Example: the student needs a Reading exemption. The student has not yet opened any domain tests.
    • The cutoff date to add a new domain exemption is 4/10/26.
    • Contact your Regional ESD Partner to make this type of request.
  • Requests to remove domains that should have been exempted must be made prior to the ELPA Summative / Alt ELPA test status change deadline.
    • Example: student completed Reading, but the Reading domain should have been exempted.
    • The cutoff date to remove domains that should have been exempted is 6/5/26.
    • Use the test impropriety reporting system to make this type of request.

2. Explore the New Interactive Title III State Profiles

NCELA has launched its new interactive state pages, offering a streamlined way to explore English learner (EL) data across state educational agencies. This enhanced resource provides quick access to up-to-date information to support research, reporting, and informed decision-making.

Users can click on any state to view:

  • State summaries including Seal of Biliteracy status, EL population rank, and population counts
  • Detailed charts covering instructional programs, EL demographics, educators, assessments, and accountability
  • State comparison tools that support program planning, research, and policy development

3. The Northwest Native American Language Resource Center

The Northwest Native American Language Resource Center (NW-NALRC) was established at NILI by a federal grant in 2023 to serve the states of Alaska, Idaho, Montana, Oregon, and Washington in coordination with the National NALRC in Hawai’i, and in partnership with the 2 other regional NALRCs. The NW-NALRC has 4 overall goals that we strive to meet:

  1. Support Language Teaching and Use: Support the teaching and use of Alaskan Native / Native American (AN/NA) languages in educational systems pre-K-Adult through work with Institutions of Higher Education (IHEs), State Education Administrations (SEAs), Local Education Administrations (LEAs), and Tribal language programs;
  2. Teacher Development: Build Native language teaching expertise and support the recruitment/retention of AN/NA language teachers;
  3. Technical Assistance: Provide technical assistance to AN/NA language programs seeking other Federal resources; and
  4. Resource Hub: Provide materials, research, models, programming, curriculum, and assessment resources through Resource Hub.

4. Rapid Response Resources for Immigrant Children and Families

Looking for timely tools to better support immigrant children and families? Children Thrive Action Network (CTAN) has complied Rapid Response Resources to support immigrant families and youth. The Children Thrive Action Network is a network of advocates and service providers at the national, state, and local levels who work directly with or on behalf of children in immigrant families.

CTAN’s mission is to defend and support all children in the United States in mixed-status immigrant families, regardless of race, ethnicity, religion, language, ability, income, or nationality.

3. OABE Spanish Spelling Bee Contest, April 22, 2026

OABE is excited to offer an amazing opportunity for Dual Language Bilingual Education students in Oregon! The Annual Spanish Spelling Bee contest is now open to 4-8 grade Spanish students, providing a fantastic chance to showcase their skills and compete with peers from across the state. The competition will take place at the Ackerman Center on April 22, 2026, from 10 AM to 12:30 PM. For more information and to register your school, click here.

4. SCCOR Forum for Ukrainian & Slavic Families, April 2026

The SCCOR 2026 Forum, Navigating Immigration Uncertainty in Central Oregon, is a rolling event taking place throughout April. It brings together legal experts, service providers, and community organizations to share practical information and trusted resources for immigrant and refugee families.
